Experience:
Bachelor's degree in any subject from any reputed university or institute.
Candidates having post-graduation on international affairs, international development, Humanitarian programme will get preference.
Additional Requirement:
● Have previous experience in camp management. General technical knowledge of camp management, building community resilience, protection of civilians, human rights, health programming, WASH, or education.
● Knowledge on camp management, Camp coordination, reporting.
● Knowledge on people management, project management, monitoring & evaluation.
● Coordination with stakeholders.
● Familiarity with UN and multilateral donors; Previous work experience with UNHCR a plus
● Demonstrated of protection, community resilience or social accountability models of governance, refugee issues, human rights - technical knowledge in any or all of these sectors is an advantage year of experience managing development/relief programs at an international level.
● Strong diplomacy and proactive problem-solving skills required.
● Experience in logistics, planning, procurement, and management of field operations
● Excellent analytical/ problem-solving skills and detail-orientation
● Excellent English communication skills (oral and written)
The Camp Manager position is responsible for supervising and managing all the staff and all activities in their assigned camp in the Rohingya refugee settlement; this includes a multi-sectoral approach in camp management, shelter construction, WASH, protection, health, education, community services, and distribution of NFI and food items. The Camp Manager will coordinate the provision of services to refugees and build effective partnerships with a diversity of stakeholders, ranging from refugees to humanitarian partners, local communities, and government authorities. The position is also responsible for successful project management, including timely achievement of all project deliverables according to the approved proposal and work plans, and budget management in their respective assigned camp.
Strategic Leadership and Oversight: Provide overall strategic direction and accountability for camp management operations, ensuring alignment with BRAC’s humanitarian mandate, organizational policies, and partner priorities.
Integrated Programme Management: Ensure coherent and coordinated implementation of multi-sectoral interventions within the camp, fostering complementarity among site management, protection, WASH, shelter, education, and community engagement components.
Stakeholder Coordination and Representation: Uphold constructive and principled collaboration with CiC offices, UNHCR, government authorities, and sector partners, representing BRAC in policy and coordination platforms to influence collective outcomes.
Community Governance and Accountability: Promote inclusive governance structures and community participation systems that uphold transparency, equity, and accountability in all aspects of camp management and service delivery.
Resource and Performance Management: Ensure effective utilization of human, financial, and material resources, maintaining compliance with institutional standards, donor regulations, and value-for-money principles.
Quality Assurance and Compliance: Safeguard program quality through adherence to humanitarian standards, internal control mechanisms, and evidence-based performance monitoring frameworks.
Protection and Risk Management: Ensure that protection, safety, and conflict-sensitivity principles are systematically integrated into all operations, mitigating risks and safeguarding the dignity and rights of camp residents.
Partnership and Advocacy: Strengthen collaborative relationships and advocate for policy coherence, resource mobilization, and inclusive service delivery across the humanitarian architecture.
Capacity Strengthening and Leadership Development: Foster professional growth and leadership among national staff and community representatives, promoting an organizational culture of learning, accountability, and ethical conduct.
Strategic Learning and Adaptation: Drive continuous learning, innovation, and adaptive management to refine program strategies and enhance responsiveness to evolving humanitarian and contextual dynamics.
Safeguarding:
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
