Educational Requirements:
∎ Batchelor/ Masters in International Relation/ International Development/ Humanitarian Programme/ Development Studies/ Social or Political science/ Social work/ Refugee & Conflict Studies/ Disaster Management or any other relevant subjects from any recognised university with all second class/ division or equivalent GPA/ CGPA in academic examinations.

Job Responsibilities:
∎ Strategic planning and overall Management:
∎ Anticipate close collaboration with major actors at the sector and camp level (UNHCR, IOM, other IPs) in consultation with PH/PC and be involved in the planning and development of sites to promote the protection of the refugees and the establishment of an effective accountability mechanism
∎ Show leadership, clear vision, and direction to create a uniform framework in camp coordination and management by contributing to strategizing standards and guidelines (need based) that facilitate mutual understanding to ensure the effectiveness of the activities and also conducting frequent assessment and gap/risk analysis including the participation of actors and programme participants
∎ Efficient and proper management of resources including financial, human and project assets
∎ Develop, update SMS strategy, and socialize among SMS staff and HCMP in general
∎ Procurement, hiring and staff performance management
∎ Prepare Work Plan and set objectives of SMS to ensure well-defined and smooth functioning of regular and time specific HR tasks.
∎ Coach, train, and mentor staff with the aim of strengthening their capacity, exchanging knowledge within the team, and providing professional development guidance.
∎ Oversee implementation and monitoring of sectoral activities:
∎ Oversee the overall project cycle management process of planning, implementation, monitoring, and evaluation
∎ Prepare, tracked, monitor and reviewed budgets regularly
∎ Ensure effective contribution in Budget Management and tracking, and monitoring programme budget as per JRP Budget/Plan
∎ Regular activity monitoring and findings shared
∎ Quality and Accountability:
∎ Ensure compliance with BRAC and Donor rules and regulations
∎ Lead to prepare and submission of the report to BRAC and Donor
∎ Ensure proper utilization of donor budget and resources
∎ Develop and implement MEAL system for SMS
∎ Exercise and reflection on CHS, Sphere, AAP, and other relevant humanitarian framework principles
∎ Project review on a regular basis
∎ Stakeholders' coordination, networking, and advocacy:
∎ Represent BRAC in coordination and networking platforms/groups within Sectors, Camp level and beyond
∎ Camp level coordination between CIC and sector partner organization
∎ Training and capacity building for camp level actors
∎ Contribute to overall advocacy strategies
∎ Fund Raising, Proposal Development and Reporting:
∎ PPA finalized and agreed with BRAC internally and UNHCR in the role of the donor
∎ Weekly and quarterly UNHCR reports preparation and submission
∎ Weekly sector updates and monthly qualitative and quantitative reports submitted to BRAC
∎ Safeguarding:
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so
Additional Requirements:
∎ Minimum of 7 years of professional experience in senior management positions/ Coordination programs in a humanitarian/ recovery context.
∎ Knowledge of emergency context, Site Management, Camp Management, monitoring, report writing, presentation preparation, and safeguarding.
∎ Knowledge of budget preparation, fundraising, and administration.
∎ Knowledge of people management, multiculturalism, Ethics, and Supervision.
∎ Have management and Leadership Quality
∎ Ability to establish and maintain good working relationships with stakeholders in a sensitive environment.
∎ Effective communication and presentation skills.
∎ Have computer skills with all Microsoft Office programs (MS Word, PowerPoint, and Excel).
∎ Excellent influencing, negotiating, coordination skills, and communication skills.
∎ Demonstrated ability to think technically, prioritize and meet deadlines in a complex and challenging environment; must be culturally sensitive.
∎ Ability to operate in a stressful/insecure environment, across functions and work on own initiative and collaboratively as part of diverse teams.
