Essential experience and qualifications

  • At least 7-8 years of relevant experience, including substantial experience in Dhaka's healthcare sector. Relevant backgrounds may include hospitals, diagnostic centers, healthcare services, pharmaceutical sales or marketing, medical devices or IVD.

  • Hands-on experience with healthcare licensing, inspections, renewals, expansion or facility opening. You must be able to explain what you personally led and the result achieved.

  • A strong, current network of doctors and consultants in Dhaka, with the credibility to approach senior clinicians and convert relationships into institutional commitments.

  • A measurable record in doctor relations, healthcare business development, corporate sales, partnerships or market development, supported by specific results.

  • Strong written and spoken Bangla and English, sound reporting skills, and comfort with independent decision-making, extensive movement across Dhaka and meetings scheduled around external stakeholders.

  • Direct experience with DGHS and related facility approvals; or experience in a pre-opening, new-branch launch or junior-team leadership role.

  • Organized, persistent and disciplined in follow-up; credible with doctors, regulators, vendors and corporate decision-makers; commercially minded, ethical and careful with documentation; and comfortable escalating problems early with practical solutions.



Responsibilities & Context:

Context:

A new integrated healthcare and diagnostics center in Dhaka is preparing for launch. We are looking for an experienced Business Development Manager to join the founding management team and help take the center from pre-opening stage to commercial readiness.

This is a senior, hands-on role for someone who can work independently, build trusted relationships and drive important work streams to completion.

Role goal

Your immediate goal is to deliver two critical launch outcomes: obtain the licenses and approvals required for the agreed opening scope, and secure a strong panel of consulting doctors. You will also support equipment procurement and provide market input to the specialist agency leading the center’s brand development.

Once the center is ready to open, your role will shift toward sustained business growth through doctor referrals, corporate partnerships and community relationships, supported by junior business development staff.

First 3-4 month goals: complete the required licensing process and secure at least 25 suitable consultants with documented commitments, intended sessions and substantially complete credentials.

Phase 1 - Pre-opening mandate

  1. Licensing and regulatory approvals

Objective: Own the process from requirements mapping through submission, inspection and final approval.

  • Create and maintain one clear licensing tracker showing requirements, documents, owners, fees, submission dates, inspections, risks, deadlines and renewal dates.

  • Coordinate all approvals applicable to the final service scope. These may include DGHS, city-corporation trade licensing, tax and VAT registrations, Fire Service, Department of Environment, medical-waste arrangements, BAERA radiation approval, DGDA pharmacy licensing and labor or establishment requirements.

  • Prepare complete application packs, collect required signatures and professional documents, submit through the prescribed channels, and retain official receipts and evidence.

  • Ensure that the legal name, address, floor area, service scope, equipment and personnel details are consistent across every submission.

  • Lead follow-up with authorities, arrange inspections and prepare the site team and evidence needed for each visit.

  • Identify missing dependencies, conflicting advice or delay risks early and escalate them with a practical resolution plan.

Important: Process ownership means driving the work end to end. Where regulations require legal, clinical, radiation, pharmacy or other professional sign-off, you will coordinate with the appropriately qualified person.

  1. Consultant acquisition and engagement

Objective: Build a credible consultant panel that supports the center’s clinical scope and launch plan.

  • Build a ranked pipeline of approximately 40-60 qualified prospects to secure at least 25 documented commitments.

  • Approach respected consultants across priority specialties, using existing relationships, warm introductions and targeted outreach.

  • Priority areas include medicine, endocrinology, cardiology, nephrology, gastroenterology, respiratory medicine, neurology, physical medicine or orthopedics, women's health and gynecology, dermatology, pediatrics, and relevant diagnostic or reporting specialties.

  • Arrange meetings and site visits, understand objections, agree intended sessions and keep a live consultant pipeline with clear next actions.

  • Convert verbal interest into an appropriately reviewed letter of intent or agreement covering the role, schedule, commercial terms, attendance and relevant branding requirements.

  • Maintain complete consultant files, including current registrations, qualifications, appointment or consent documents, and any information needed for licensing or clinical privileges.

  1. Launch support

Objective: Support selected launch work without replacing the specialist owners of procurement and branding.

  • Support equipment procurement by gathering comparable quotations, checking supplier credibility and after-sales support, and flagging gaps in accessories, consumables, training, regulatory support or delivery timelines. Participate in vendor discussions and document commitments, while final purchasing decisions remain with the authorized project team.

  • Provide market, doctor and patient insights to the appointed marketing agency and support launch partnerships. The agency will own brand identity and creative development.

Transition to Phase 2

The role will transition when the agreed opening scope has the required licenses and approvals in place, and at least 25 suitable consultants have documented commitments, intended sessions and substantially confirmed credentials.

Phase 2 - Ongoing business development

1.Doctor and professional referrals

  • Map and priorities doctors, specialists, clinics, pharmacies and other professional partners within the center’s catchment area.

  • Personally manage key relationships and supervise junior field visits, ensuring that partners understand the center’s services, patient preparation, turnaround times, report access and patient hand-back process.

  • Track active referrers, referral conversion, repeat referrals, specialty coverage and service issues, and act quickly where performance is weak.

2.Corporate and institutional partnerships

  • Build a named pipeline across employers, banks and service companies, educational institutions, residential associations, insurers or TPAs and other suitable organizations in Dhaka.

  • Develop commercially sound proposals for approved services such as employee medicals, executive and chronic-risk programmers, women's health initiatives and vaccination.

  • Negotiate and close MoUs, service agreements and pilot programmers within approved commercial parameters, with clear terms for scope, rates, scheduling, authorization, credit, invoicing and collection.

  • Monitor utilization, patient experience, margin, receivables, renewal and appropriate center-based follow-up.

3.Team and commercial management

  • Help recruit, train and supervise junior doctor-relations, corporate-sales and field-activation staff.

  • Set coverage plans, visit standards, CRM discipline and weekly coaching routines.

  • Own the business development pipeline, forecast, commercial calendar and performance reporting, with accountability for active referrers, partnerships, conversion, revenue and collections.
