Responsibilities & Context:

Luminance Healthcare Centre is an integrated outpatient healthcare and diagnostics centre at AJ Heights, North Badda, Dhaka. We are seeking a hands-on laboratory leader to manage daily operations, supervise the team and establish reliable quality discipline.

Role Goal

Build and maintain one practical laboratory quality system covering clear SOPs, internal and external quality control, staff credentialing and competency, laboratory infection control, incident management, emergency readiness, equipment quality controls, training and regular laboratory audit.

Develop and maintain industry best practice SOPs, document controls and compliance checks at a standard suitable for future international laboratory accreditation, while keeping them practical for daily use.

Key Responsibilities

1 Laboratory Operations and Team Leadership

•    Lead daily laboratory workflow from sample collection and receipt through processing, analysis, verification, reporting, storage and disposal.

•    Supervise medical technologists, phlebotomists and sample processing staff; allocate duties, maintain rosters, coach junior personnel and manage performance.

•    Maintain clear controls for patient and sample identification, acceptance, rejection, handling, transport, retention and result release.

•    Monitor turnaround time, workload, staffing, supplies and service continuity and resolve operating delays promptly.

•    Ensure results receive the appropriate technical or specialist verification and sign off where required.

2 Laboratory Quality System SOPs and Audit

•    Develop and control SOPs, work instructions, forms and checklists for all pre-analytical, analytical and post-analytical processes.

•    Maintain Internal Quality Control and coordinate External Quality Assessment or proficiency testing where applicable; review trends and act on failures.

•    Investigate QC failures, sample rejections, repeat tests, corrected reports, contamination and result discrepancies; document root cause and corrective and preventive action.

•    Conduct regular laboratory audits and compliance checks, assign corrective actions and confirm that identified gaps are closed.

•    Report a concise monthly laboratory quality dashboard covering turnaround time, sample rejection, QC events, critical result notification, corrected reports, equipment downtime, incidents, overdue actions and staff competency.

3 Biosafety Incidents and Emergency Readiness

•    Maintain laboratory-specific infection control and biosafety standards for PPE, hand hygiene, sharps, spills, exposure, cleaning, disinfection and waste.

•    Operate a simple incident and near-miss process, investigate significant events, document corrective action and escalate serious risks immediately.

•    Ensure critical results are verified, communicated, escalated and recorded within defined timelines.

•    Maintain practical response procedures for spills, occupational exposure, fire, power failure, equipment breakdown, refrigeration failure and service interruption.

4 Equipment Reagents and Laboratory Systems

•    Maintain equipment verification or validation, calibration, preventive maintenance, service, downtime and post repair checks; remove unsafe equipment from use.

•    Control reagent, control material and consumable lot checks, storage, expiry, stock levels, temperature monitoring and cold storage.

•    Maintain accurate LIS test configuration, units, reference ranges, result flags, authorisation, audit trails and laboratory data integrity.

•    Support procurement with technical specifications, quotation review, vendor evaluation, installation checks and equipment acceptance.

5 Credentialing Training and Inspection Readiness

•    Maintain laboratory staff files covering qualifications, registrations where applicable, job scope, induction, training and competency.

•    Provide structured induction, refresher training and periodic competency assessment for laboratory personnel and technologists.

•    Maintain laboratory documents required for licensing, inspections and quality review and keep the laboratory inspection ready.

•    Prepare an annual laboratory training and audit plan and ensure that scheduled activities are completed and recorded.

First Six Month Priorities

•    Put the core laboratory SOP and document control system into daily use.

•    Establish reliable IQC, EQA, quality records, audit and corrective action routines.

•    Complete equipment, maintenance, temperature, reagent and inventory controls.

•    Complete staff credentialing, induction, competency assessment and the training plan.

•    Implement incident, emergency and critical result escalation processes and a monthly laboratory quality dashboard.

Candidate Profile

Essential Experience and Qualifications

•    Relevant qualification in medical laboratory science or technology, biochemistry, microbiology, pathology or a related laboratory discipline. An MBBS is not required.

•    At least 8 years of relevant diagnostic laboratory experience, including substantial responsibility for leading laboratory operations and managing junior laboratory personnel and technologists.

•    Hands-on experience with laboratory QA and QC, IQC, EQA, SOPs, audits, root cause review and corrective and preventive action.

•    Strong working knowledge of laboratory equipment, calibration and maintenance, reagents, temperature controls, stock management and LIS processes.

•    Experience implementing biosafety, infection control, incident management, critical result escalation and laboratory emergency procedures.

•    Strong documentation discipline and experience preparing laboratory SOPs and compliance checks for inspection or international accreditation readiness.

•    Strong written and spoken Bangla and English, sound people management and a practical approach to quality improvement.

Preferred

•    Experience setting up or launching a hospital, diagnostic centre or outpatient laboratory.

•    Experience with laboratory licensing, regulatory inspections or accreditation preparation.

•    Previous responsibility for a recognised hospital or diagnostic laboratory team.
