Candidates with a Bachelor's Degree in any discipline and relevant e-GP tendering experience may also apply.
Professional training on Public Procurement, PPA-2006, PPR-2025 and e-GP conducted by BPPA (formerly CPTU), IMED or any recognized training institute will be considered an added advantage
Must have solid experience working with major government departments like PWD, LGED, RHD, or similar authorities.
In-depth understanding of civil project costing, estimation, BOQ analysis, and construction drawings.
Strong leadership and team management skills to drive the procurement team.
Excellent negotiation, communication, and interpersonal skills. Proficiency in MS Office (especially Excel), AutoCAD, and tender-related software.
Ability to work under pressure and strictly meet tight tender submission deadlines.
Tender Identification & Analysis: Regularly monitor the national e-GP portal and other procurement sources to identify potential Civil Engineering and infrastructure projects. Thoroughly review BOQ (Bill of Quantities), Technical Specifications, Drawings, and Standard Tender Documents (STD).
Proposal Preparation: Lead the team in preparing high-quality Technical and Financial proposals. Ensure accurate costing, estimation, and rate analysis for civil construction materials and works.
Documentation: Ensure all mandatory company credentials (e.g., Joint Venture agreements, past work completion certificates, liquid asset proof, bank solvency, equipment lists, and key personnel profiles) are up-to-date and compliant with tender requirements.
Liaison & Coordination: Maintain strong liaison with Government procuring entities (e.g., PWD, LGED, RHD, BWDB, EED, etc.), Joint Venture (JV) partners, and internal engineering/commercial teams.
Banking & Guarantees: Coordinate with banks for timely processing of Tender Security (BG/Pay Order), Performance Security, and Credit Line commitments (Form PW3-7).
Compliance: Ensure absolute compliance with the Public Procurement Act (PPA-2006) and Public Procurement Rules (PPR-2008).
Post-Bid Evaluation: Track bid opening statuses, handle clarifications raised by the evaluation committee, and manage the process up to the signing of the Notification of Award (NOA) and contract.
