Job Context:
∎ iDE Bangladesh is seeking an Associate Director of Finance (AD-F) whose primary responsibility would be to ensure the smooth management and operations of budget and fiscal functions, policies and procedures. S/he also supervises the Sr. Manager Finance and the related finance team in Dhaka and in the field.
∎ The Associate Director - Finance manages the financial resources of iDE Bangladesh and is responsible for seamless integration and execution of financial, grants and risk management systems, procedures, and processes. He/she supports the Senior Management Team (SMT) by offering insights and financial advice that will allow them to make the best business decisions for iDE Bangladesh.
∎ iDE prides itself as a leading institution in market-based approaches to design bespoke innovative solutions in sectors such as agriculture, water, sanitation & hygiene and finance. AD-F must iterate these norms and values in their approach and attitude.
∎ Job Location: Dhaka, with occasional travel to the field
∎ Reporting Line: Director of Finance and Operations

Job Responsibilities:
∎ The key responsibilities of the AD-F will include the following:
∎ Financial Management:
∎ Support and facilitate the annual budget development process in support of the directions of Director of Finance and Operations;
∎ Supervise and monitor expenditures and variances, and proactively updates income and expense projections;
∎ Facilitate strategic analysis and planning for all business operations including scenario analysis, horizon scanning and assessment of opportunity and risk, including cash flow forecasting to meet cash flow needs and adherence to operational requirements;
∎ Supervises and oversees the production of accurate monthly and ad hoc financial reports for Director of Finance and Operations, the Country Director, Senior Management team and donors/ partners;
∎ Facilitate annual audit process and serve as the primary liaison with audit firm;
∎ Facilitate tax preparation and other filings with NBR (National Board of Revenue);
∎ Facilitate the design, development and finalization of all balance sheet reconciliations (bank accounts, investments, prepaids, deposits, accruals, depreciation, etc.) on regular fashion;
∎ Ensure documentation of pro bono revenue/ contributions, consulting revenues, shared costs allocations, global due to settlements, invoices and other special revenue and invoicing needs;
∎ Implement systems including ERP, policies and procedures to ensure compliance with USG or other funding requirements;
∎ Ensure the effective and efficient management of restricted funds and USG or other funds (UN, EU, etc.) in full compliance with relevant OMB and CFR guidance, OFAC, and grant award;
∎ Facilitate negotiations, preparation, and management of subcontractors and sub-grants, including training of sub-grantees in USG compliance;
∎ Manages people and systems to ensure adherence to restricted grant budgets, including periodic updates on budget variance and preparation of budget modification documents;
∎ Facilitate treasury management system and process to select, set up, and manage fiscal and payroll systems to ensure timely and accurate use of fund, cash flow and related reporting;
∎ Risk Management:
∎ Work closely with Director Finance & Operations and Internal Auditor to facilitate risk assessment and emergency planning policies and procedures;
∎ Ensure to maintain risk management system and process (risk register and others);
∎ Identifies potential risks and develops mitigation strategies in conjunction with other SMT member ;

Additional Requirements:
∎ Work Experience:
∎ At least 10 years of professional experience, with a minimum of 8+ years of broad nonprofit financial and operations management experience in leading and managing diversely skilled teams; International experience would be considered as added value.
∎ At least 5 years of experience developing policies, procedures and systems for and managing USG funds, including fund accounting, OMBs and CFRs, Buy America/Fly America, Leahy, and other USG regulations, including as these apply to sub-grants and contracts;
∎ Experiences on other donors including EU, DFID/DID, SIDA, SDC, UNICEF etc. would consider as added value
∎ Hands on experience of dealing with various FDs (FD-2, FD-3, FD-6, FD-7 etc) of NGOAB is essential for providing accurate guidance to team;
∎ Experienced on web-based accounting software;
∎ Experience in working with sub-grants, including USG compliance and training of sub-grantees;
∎ Personal Skills:
