Educational Requirements:
∎ Master of Science (MSc) in Disaster management, Geography Environment, Master of Development Studies (MDS), Master of Social Science (MSS)
Experience Requirements:
∎ At least 3 year(s)
Job Responsibilities:
∎ Implementation of the Project. (60%)
∎ Support to implement activities to understand the water gauge setup and flood bulletin mechanism in close coordination with relevant stakeholders.
∎ Participate in the development and testing of Standard Operating Procedures (SOPs), particularly by identifying relevant and effective early actions and establishing flood monitoring system in collaboration with authorities and community members.
∎ Support the institutional capacity building of stakeholders to enhance their response capabilities to floods using FbA mechanism.
∎ Community mobilization which will involve organizing and participating in community sensitization meetings, monthly planning and review meetings and taking the opportunity to support the dissemination of appropriate information on FbA.
∎ Guide the FbA piloting to ensure national authorities are able to effectively use allocated funds and SOPs to take the relevant early actions before the flood.
∎ Coordinate with local disaster management committees to collect Community Risk Assessments (CRA) and participate in developing vulnerability maps for unavailable areas.
∎ Facilitate the establishment of threshold action matrices through multiple stakeholder community consultations.
∎ Promote local level advocacy in FbA, flood preparedness and early warning early action.
∎ Support the achievement of gender equity in regard to emergency activities.
∎ Plan and provide adequate monitoring and a supervisory visit to the project sites.
∎ Identify and facilitate the use of local resources in routine project implementation
∎ Coordination (10%)
∎ Maintain close coordination with stakeholders particularly local disaster management committees to ensure their active participation in the implementation of FbA
∎ Distribute IEC materials to relevant institutional stakeholders to ensure quality technical messages and approaches is reaching all the target beneficiaries.
∎ Mobilize local support of civil society, community leaders, and other elite for quality project implementation as per procedures of IRB and ECHO.
∎ Promote and motivate inclusive participation by community representatives, in all project activities, taking care to assist cooperation with regard to gender, etc.
∎ Effective and efficient use of project assets and resources (5%)
∎ Ensure effective and efficient use of project assets and resources in accordance with IRB policies and procedures.
∎ Reporting (25%)
∎ Compile relevant project data, and prepare documents for the evidence base for FbA.
∎ Maintain administrative/financial files and project documentation.
∎ Provide regular updates/reports to the Project Officer.
∎ Perform any other duties as required by the project management.
∎ Ensuring quality through regular monitoring of activities, checking appropriate standards and procedures.
∎ Analyze data from the field and produce information/briefs to inform. Interventions, strategies, projects programs and produce maps.
∎ Assist with data collection and processing.
∎ Being a member of Islamic Relief Bangladesh as a child-friendly organization, it is the core responsibility and obligation of each and every staff member to understand and obey Islamic Relief Bangladesh Child Protection Policy and respond accordingly as and when required
Additional Requirements:
∎ Experience in working with Disaster Preparedness, Flood Early Warning related work.
