Experience:
Bachelor’s degree in Civil Engineering, Mechanical Engineering, Electrical and Electronic Engineering, Industrial and Production Engineering or another relevant engineering discipline from a recognized university.
• Strong knowledge of Government procurement, e-GP tendering, PPA/PPR, and tender evaluation procedures.
• Strong analytical capability in tender qualification, pricing, commercial evaluation, and risk assessment.
• Excellent document preparation, review, coordination, and communication skills.
• Ability to manage multiple tenders simultaneously and deliver accurately within strict deadlines.
• Strong proficiency in Microsoft Excel, Word, PowerPoint, PDF documentation, and e-GP portals.
• High level of accuracy, attention to detail, accountability, integrity, and confidentiality.
• Ability to guide junior team members, allocate assignments, and monitor submission progress.
We are looking for a detail-oriented Tender & Bidding professional to manage end-to-end bidding activities for Government, Semi-Government, Autonomous Body, Private Sector, and Development Partner-funded opportunities.
The role will identify suitable tenders, coordinate technical and commercial inputs, ensure regulatory and tender-specific compliance, support competitive pricing, and track submissions through award and contract handover. The position will also guide junior team members and strengthen bidding systems, controls, and reporting.
Identify, review, and evaluate tender opportunities relevant to the Company’s business.
Analyze Tender Documents, Instructions to Tenderers (ITT), Technical Specifications, Qualification Criteria, Terms of Reference (TOR), BOQ, contractual conditions, and other bidding requirements.
Prepare tender requirement analyses, compliance checklists, responsibility matrices, and submission schedules to ensure complete and timely bid preparation.
Prepare, compile, review, and finalize technical and commercial documents for e-GP and manual submissions, ensuring compliance with the Public Procurement Act (PPA), Public Procurement Rules (PPR), e-GP requirements, Development Partner guidelines, and tender-specific conditions.
Coordinate with Engineering, Sales, Commercial, Finance, Accounts, Supply Chain, Legal, Factory, Project, and other teams for required inputs, including Tender Security, Performance Security, Bank Guarantees, Bid Security extensions, and other financial instruments.
Prepare and review tender pricing, cost estimates, price schedules, BOQ, financial offers, and discounts; conduct bid-price, competitor, tender-result, and winning/losing analyses to support management decisions.
Evaluate tender mechanisms such as SLT, price adjustment, domestic preference, loss capitalization, evaluated cost, and other applicable commercial evaluation methods.
Verify eligibility, relevant experience, financial capacity, personnel, equipment, manufacturer authorization, JV requirements, and other qualification criteria before submission.
Prepare and review clarifications, tender queries, pre-bid correspondence, extension requests, declarations, undertakings, authorization letters, and related communications.
Coordinate documentation for Joint Ventures, consortiums, subcontractors, manufacturers, suppliers, and foreign partners, and keep all certificates, licenses, experience records, financial documents, personnel and equipment records, and statutory documents updated.
Monitor submission deadlines, bid and security validity, clarification timelines, award and contract-signing requirements, and other critical milestones.
Track tenders from submission through evaluation, clarification, award, contract signing, and handover; review NOAs, Letters of Acceptance, contracts, and post-award requirements.
Maintain tender databases and prepare periodic status, management, competitor, winning/losing, and bidding-performance reports.
Identify compliance gaps, commercial issues, and tender-related risks; guide junior team members, allocate assignments, monitor progress, and improve bidding formats, checklists, databases, document-control systems, and SOPs.
Maintain strict confidentiality regarding tender pricing, commercial strategy, Company documents, and other sensitive bidding information.
Perform other bidding, commercial, or contract-related duties assigned by the Team Lead.
