Job Context:
∎ Duration of the contract : 5 Months (further possible to extend)
∎ Reporting to : Finance Manager
Job Responsibilities:
∎ Assist in keeping and maintaining all accounts of IFRC/American Red Cross Cox's bazar sub office following all applicable rules, regulations, and policy/procedures of IFRC/American Red Cross.
∎ Ensure that office finances are managed in accordance with IFRC/American Red Cross policies, procedures, and generally accepted accounting principles (GAAP).
∎ Check the invoices for the staff/vendors/third party payments by ensuring all expenses are justified, approved with necessary supporting documents according to the IFRC/American Red Cross policies and procedures.
∎ Assist in the processing of payments to suppliers/subcontractors and vendors for goods and services by following IFRC/American Red Cross policies and procedures.
∎ Assist in tracking working advance of staff and BDRCS. Check the working advance settlement report and supporting documents by following IFRC/American Red Cross policies and procedures. Also keep follow-up on outstanding balances of working advances.
∎ Prepare vouchers by checking all supporting documents to ensure proper account head, compliance & statutory deduction.
∎ Ensure the Standard Operating Procedures (SoPs) on managing Petty Cash as per IFRC/American Red Cross policy and procedure on petty cash management.
∎ Assist in carrying out monthly/year end closing procedure and submitting to IFRC, Cox's Bazar Sub office in a timely manner.
∎ Assist in preparing monthly cash forecasting and submitting to IFRC, Cox's Bazar in a timely manner.
∎ Ensure effective working relationships with BDRCS Finance and Program teams including technical and other services at different levels.
∎ Preserve all accounting documents/records of IFRC/American Red Cross Sub office, such as vouchers, bills, all registers and other related documents and to ensure the maintenance and safeguard of them as well as maintain soft copies of necessary important documents under proper safety and security.
∎ Ensure proper filing of all documents related to finance and admin.
∎ Assist in providing financial reports including eligibility of expenses, prior approval and compliance with project agreements/grants and other policies and procedures
∎ Ensure VAT and TAX deductions compliance as per Govt. rules and regulations.
∎ Provide support to IFRC/American Red Cross and BDRCS to complete internal & external audit.
∎ Assist in ensuring the financial operation and maintenance of Bank Accounts as well as reconciling the balances of all bank accounts monthly and annually.
∎ Develop good working relationships with counterparts in other Red Cross/ Red Crescent partners and IFRC and have a coordinated approach to smoothly maintain financial accountability system.
Additional Requirements:
∎ Minimum 1-2 years' experience of working for humanitarian organization
∎ Working knowledge on managing finance day to day operations.
∎ Experience of worked with NGO/ INGOs/Red Cross and Red Crescent Movement
∎ Self-supporting in computers (Windows, spreadsheets, Word, internet).
∎ Knowledge of general accounting software.
∎ Interest and skills in supporting and contributing to staff development.
∎ Security awareness and regulation.
∎ Able to influence, communicate, co-operate and negotiate with a wide range of people and organizations.
∎ Good knowledge of Red Cross / Red Crescent Movement work
