Job Context:
∎ Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President`s Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 48 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.
∎ BDRCS in collaboration with ICRC, introduced the CHT-WASH Project in Khagrachari in 2016 and Bandarban in 2018 under Community Development (CD) Department. Set up of household based hygienic latrine, and installation of deep and shallow tube-wells and repairing of tube-wells are being part of the project as hardware component. Besides, hygiene promotion activities including PHAST (Participatory Hygiene Promotion Training) and CHAST (Child Hygiene and Sanitation Training) at community and school level are also important part of the project. Disaster Management is another significant component of the project which is being implemented in Bandarban and Lama municipality under Bandarban Red Crescent Unit. This project is being extended to Rangamati district for WASH interventions and for Disaster Management Component in Khagrachari district from January 2020.
∎ Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position of WASH, in CHT Project:
∎ Reportable to : Programme Coordinator, CHT WASH Project, CD Dept, NHQ, Dhaka.
∎ Duration of contract : 1 year (with possibility of extension upon satisfactory performance).
∎ Duty station : BDRCS Khagrachari Unit Office, Khagrachari.
∎ Job Purpose: Plan and implement Disaster Management related all hardware and software activities in collaboration with BDRCS (CD Dept. WASH team) and ICRC (WatHab team) through ULO and PO-WASH.
Job Responsibilities:
∎ Specific:
∎ Assist Programme Coordinator, CD Dept., BDRCS NHQ in overall management and process of field programmatic and operational activities, capacity building, reporting and others on Disaster Management (DM) issues.
∎ Prepare unit wise implementation plan of DM Activities in consultation with BDRCS NHQ (CD Dept.) and ICRC Dhaka (WatHab team) Office and share.
∎ Identify and ensure stakeholders at different level and support them to implement project activities smoothly through coordination and communication.
∎ Sole responsible for implementation of DM component activities of CHT WASH Project through regular contact with different stakeholders at community, Union, Upazila, Pourashava and district level.
∎ Responsible for field data collection and management through regular/periodic field visit and to see the progress of the project DM activities as per plan and share with PC.
∎ Organize and facilitate different training, workshop and meetings at field level e.g. Vulnerability and Capacity Assessment (VCA), First Aid, Search and Rescue, Early Warning System (EWS) etc.
∎ Will take role in developing contingency planning, operation of mock drill, day observation etc. at Union, Upazila, district and Pourashava level.
∎ Regular/periodic coordinate with different GO/NGOs, media people, local key persons, civil society etc. for proper implementation of project.
∎ Follow the deadline and submission of report and other documents to BDRCS NHQ (PC) trough Unit Level Officer (ULO).
∎ Assist BDRCS and ICRC management to conduct different field assessment works/ perform any other task as per need and guidance of PC and other senior staff of BDRCS.
∎ General:
∎ Maintain regular coordination with Secretary & Convener and members of PIC including ULO for effective implementation of project.
∎ Maintain regular coordination with BDRCS staff (PC, WASH Officer, M&R Officer, Unit staff, field staff) and ICRC staff (WatHab team) at NHQ/Dhaka and Unit/field level.
∎ Maintain regular coordination and communication with local stakeholders e.g. local government authorities (DPHE, District/ Upazila/ Union/ Pourashava office) and for administrative and programmatic purposes.
Additional Requirements:
∎ Age at most 33 years
∎ At least 02 years relevant working experience in humanitarian/development organization.
∎ Experience on project planning, monitoring and evaluation, data management, reporting and documentation.
∎ Experience in organizing and facilitating training/workshop, meeting and sessions.
∎ Working in a multidisciplinary and multicultural team will be given a priority.
∎ Skills & abilities:
∎ Be a good team member.
∎ Have analytical skills and ability to think strategically.
∎ Able to plan and work independently with minimum supervision and have to work under pressure with deadline.
∎ Capable to communicate with stakeholders including ethnic/tribal communities and be familiar to their culture etc.
∎ Must have computer operation both in English and Bangla (Bijoy software), communication (oral and written), internet navigation capacity, and also have knowledge/experience on MS-Word, Excel and PowerPoint operation.
∎ Personal qualities/requirement:
∎ Commitment to the Red Cross and Red Crescent principles and values
∎ Be honest, transparent and high level of integrity.
∎ Willing to work for vulnerable, ethnic, minority, conflict and any disaster emergencies with different types of people/culture/content if needed.
∎ Must have valid motorbike driving license and willingness to move around remote villages/communities in Khagracahri.
