Educational Requirements:
∎ Master of Information & Communication Technology (MICT)
∎ Advanced degree in organizational development, Mass Communication, and Journalism, English, social/political science, law, or a related field
∎ Minimum of eight (8) years of civil society, educational, or development experience, with several years of fieldwork in a technical capacity working with civil society organizations and government agencies.
∎ Professional communications experience, ideally providing strategic communications for international development programs, preferably under USAID projects.
∎ Experience in developing and implementing communications strategies.
∎ Prior experience conducting field-based work across multiple divisions in Bangladesh.
∎ Prior experience leading research and analysis and developing evidence-based policy advocacy campaigns for democratic reforms.
∎ Good understanding of Bangladesh's political environment and current development goals and issues.
∎ Excellent training, presentation, and communication skills
∎ Oral and written fluency in Bangla and English required; other minority language knowledge preferred

Job Context:
∎ Counterpart International is seeking an Advocacy and Communications Specialist for its USAID-funded program in Bangladesh Promoting Advocacy and Rights (PAR). This is a full-time position based in Dhaka, Bangladesh. This position will report to the Sr. Program Specialist. The program will support the creation of a more inclusive, resilient, and evidence-driven Bangladeshi civil society. The project`s goal is to provide civil society with the skills, technology, financial resources, and connections to global networks that will enable it to work in partnership with the Government of Bangladesh (GOB) to advance good governance.

∎ The Advocacy and Communications Specialist supports all program activities including supporting local partners and subgrants, advocacy initiatives, regional events, training, and network development. Coordinates with partners and grantees and provides them with institutional and advocacy technical assistance. Contributes to PAR and local partner monitoring & evaluation and learning efforts. As someone deeply involved and knowledgeable about all PAR program activities, the Advocacy and Communications Specialist will work closely with other PAR and headquarters staff, local and national media and civil society organizations to promote program activities and to support local partners in public outreach, public relations, and effective media communications and relations. S/he will be responsible for preparing regular program reports, press releases, success stories, and other materials.

Job Responsibilities:
∎ Primary Advocacy Responsibilities
∎ Support outreach and engagement of local implementing partners, support in the grant-making processes for partner organizations, and oversee program implementation activities in target communities.
∎ Facilitate and guide sub-grantees/CSOs to develop an advocacy strategy
∎ Monitor activities of local partner organizations through regular meetings and periodic field visits
∎ Provide technical assistance for advocacy interventions.
∎ Coordinate with public officials to improve the GOB's engagement with civil society.
∎ Support building capacity of sub-grantees/CSOs in implementing dialogue sessions to organize platforms between government and civil society stakeholders.
∎ Contribute to the development of annual work plans, performance monitoring systems, and tools for PAR and for sub-grantees, and writing of progress, quarterly and final program reports.
∎ Provide support to Grants and MEL teams as and when needed
∎ Support Senior Program Specialist on all programmatic work.
∎ Perform other duties as assigned by the Senior Program Specialist or his/her designee that is consistent with the overall focus of this position.

∎ Primary Communications Responsibilities
∎ Develop, implement, and evaluate the program's Strategic Communications Plan in partnership with the PAR team.
∎ Provide technical assistance and guidance to civil society organizations to support their public outreach, public relations, and media communications and relations.
∎ Manage the development, distribution, and maintenance of all program deliverables, including print and electronic communications materials, program reports, weekly highlights, press releases, infographics, and success stories.
∎ Ensure compliance with USAID branding and marketing for program materials.
∎ Develop and produce communications materials tied to program objectives and reform efforts that are sensitive to local political, social, and cultural realities.
∎ Prepare materials for high-level USAID and FCDO visitors, including scene setters, trip itineraries, photographs, event reports, success stories, press releases and reports, and video presentations of the project.
∎ Contribute to the development and operation of the program's public online resources to provide general information and reporting on project activities.
∎ Manage all media contacts.

Additional Requirements:
∎ Preferred qualifications:
∎ Experience collaborating and coordinating activities with multiple stakeholders including civil society, government, and private sector entities, including experience establishing cross-sectoral partnerships, media, and civil society networks preferred.
∎ Experience in the management of participatory methodologies for training and interaction with diverse social groups preferred.
∎ Experience advocating for civil society issues preferred
∎ Demonstrated leadership, supervisory and organizational skills.
∎ Proven experience in managing digital media
