Job Context:
∎ Nazrul Smriti Sangsad-NSS is a non-government humanitarian organization working for the advancement of the poor, women, children, minority group, excluded people and person with disability since 2000. NSS is a non-profitable, non-political, child and gender sensitive organization. ∎ The organization is going to implement a project titled "Community based Resilience, Women`s Empowerment and Action (CREA)", supported by Manusher Jonno Foundation (MJF). The project is being implementing at Pathorghata Upazila of Barguna District. The project duration is March 2023 to June 2026. In this current project NSS is searching an Accounts & Admin Officer (AAO) to ensure financial and administrative functions to accomplish the project results. The AAO will be responsible for daily oversight of the financial and administrative functions and financial monitoring including close coordination with donor`s assigned person, PC and NSS Management.
Job Responsibilities:
∎ Maintain and keep updated all books of accounts including petty cash book, cheque issue register (regularly updated and get signed), movement register, staff attendance, office stock register, purchase requisition register (which are relevant with payments) on a regular basis.
∎ Record day to day transactions of the financial activities in books of accounts according to the International Accounting Standard (IAS) or Bangladesh Standard of Accounting (BSA).
∎ Assist PC to revise financial budgets as per need of the project.
∎ Ensure compliances with project's financial policies, standards, procedures and government VAT & Tax requirements. Ensure VAT & Tax deduct accurately at the time of payment and deposit to Govt treasury in weekly basis.
∎ Assist to minimize financial risk exposure by ensuring that appropriate financial systems and internal controls are in place to avoid significant audit risk rating.
∎ Ensure 100% of purchases are done in accordance with the Procurement Policy as well as donor's guidelines.
∎ Ensure 100% supporting documentations with the payment requests for payment process which is carefully reviewed.
∎ Ensure effective internal control in the financial management of the project.
∎ Prepare pay rolls and ensure all salary payment through bank transfer.
∎ Maintain financial documents and ensure safety and security of documents, information and other resources.
∎ Assist and support on administrative management of office, fleet, security, facility, asset management etc.
∎ Prepare and revise budget and prepare budget variance report, bank reconciliation report, inventory report etc.
∎ Orient the program team for appropriate financial dealing and documentation as desired by the project.
∎ Always get ready to represent documents to internal and external visitors.
∎ Ready to carryout assignments given by the management.
Additional Requirements:
∎ Age at most 40 years
∎ Minimum 5 years working experience in accounts and admin or financial management in foreign donor funded development projects.
∎ Preference will be given to the person who has good experience in implementing rights and governance, women empowerment, climate change and community empowerment related projects.
∎ Excellent knowledge and skills in accounting principles, record keeping and financial reporting.
∎ Good time management and organizational skills.
∎ Ability to speak and write reports in English.
∎ Ready to accept the challenge and ability to work under stressful situation.
∎ Competent in the use of computer specially Excel, PowerPoint Presentation, Accounts and HR Software.
∎ Gender and child sensitive.
∎ Excellent commitment and dedication towards the job.
∎ Selected person must sign in the declaration forms of Gender Policy, Child Protection Policy, Safeguarding Policy, Anti-Sexual Harassment Policy and Anti-Corruption.
Salary: Tk. 33000 (Monthly)
