Job Context:
∎ To provide technical support to implement fragile context WASH programmes as mainstreamed across the APs and partners. This position has responsibility for the coordination, technical support and documentation of all project activities of a 24-month action to contribute to build a healthy environment for women and children in fragile context under Bandarban district.
∎ S/he will have overall responsibility for ensuring that; the goals and outcomes of the action are met, and that the action is in line with the policies of WV Bangladesh. S/he will also tap technical expertise from inside WVB and from local level GO/NGOs in need. S/he will also have overall responsibility for the supervision of the technical and programmatic deliverables of the field team. This position will report to the National WASH Coordinator in National Office, with matrix report ability to Senior Manager, ACO, Bandarban.
∎ S/he will regularly report the progress of the project implementation in achieving them to National WASH Coordinator. S/he will also be responsible of managing the field level implementation of the project. S/he will also maintain all external stakeholders’ engagement related to project, including Government liaison, Policy compliance, budget control, project performance monitoring, knowledge management, reporting, and evaluations.
∎ He/she will also establish & maintain liaison, networking with the relevant stakeholders within organization as well as outside organization necessary for their support, communication and sharing.

Job Responsibilities:
∎ Provide technical support to implement WASH activities in Fragile context/non-negotiables mainstreamed into other technical programmes (60% time will be allocated to support Bandraban ACO and 40% time will be allocated for other WASH programme as per need)
∎ Develop guidelines for implementation of WASH in Fragile context
∎ Build capacity of field staffs on different WASH approaches (CLTS, Clean & Healthy Village approach, Universal WASH Service Coverage etc.)
∎ Prepare training module as per requirement of project and WVB.
∎ Maintain high level internal and external engagement including Government and UN entities/clusters
∎ Contribute to developing WASH related PNS/Grant proposals
∎ Communicate & advocate in upazila & district level under the coordination with Health, Nutrition & WASH Specialist and Sr. Manager, ACO
∎ Strengthening networking, collaboration and partnership with Government, I/NGOs, UN organizations working in the field of fragile context.

Additional Requirements:
∎ Age at least 30 years
∎ Both males and females are allowed to apply
∎ Background (academic or experience) in at Health Nutrition and WASH program
∎ Minimum of 5 years working experiences in WASH programme, sector coordination in fragile context under International NGOs with partners
∎ Knowledge and experience on community mobilization, CLTS, SLTS approach, GESI and overall WASH programming
∎ Familiar with MS Office, design software (GIS)
∎ Skill and knowledge on organizing and conducting training/orientation/meeting with Upazila, Union & Ward WatSan committee, Upazila Parishad, different stakeholders
∎ Experience and skill to monitor WASH infrastructure for quality construction/installation
∎ Experience on coordination, collaboration, networking and advocacy with district, upazila and union level government and non-government stakeholders
∎ Knowledge and experience on Citizens voice and Action (CVA), rights-based approaches and understanding of social accountability
∎ Experience working with CSOs, INGOs / NGOs to implement community development projects
∎ Knowledge on current development and humanitarian issues
∎ Knowledge and skill in engaging community and partners
∎ Ability to drive motorbike with valid driving license
∎ Good conceptual and practical skill to write project concept paper and design documents of the project.
∎ Experience in Baseline survey, Evaluation and Monitoring process and tools.
∎ Good facilitation skill of Training, Seminar and Advocacy programs.
∎ Strong Knowledge on social dimension, Legal structure of the local government, power dynamics and government relations
∎ Good communication, networking and facilitation skills
∎ Expertise to assist/prepare/review drawing, design and BoQ of WASH infrastructures
∎ Good proficiency in Bengali, both written and verbal
∎ Good time management skills
∎ Good proficiency in English, both written and verbal
∎ Decision making, problem solving and multi-tasking skills
∎ Competent in using GIS, mWater, MS Word, MS Excel and PowerPoint presentation
∎ Good report writing and documentation ability

Salary: Tk. 80000 - 90000 (Monthly)
