Responsibilities & Context:
∎ The Water, Sanitation & Hygiene (WASH) Program Manager (PM) is responsible for running and supervising water, sanitation and hygiene programs at all stages of the project management cycle. He/she is also responsible for accomplishing the program objectives and outcomes within the contextual constraints. The PM ensures the overall success of the program by making sure the WASH team completes the defined activities in line with WASH project(s) and strategic programming priorities as defined by the WV Bangladesh Refugee Crisis Response (BRCR) Program; and that the program is completed on time, within budget and with acceptable quality. The WASH Program Manager is expected to have strong leadership qualities and both the depth and breadth of technical and management expertise.
∎ Develop a detailed program implementation plan, ensure its smooth implementation, and manage the team’s performance of project tasks and activities
∎ Ensure that regular monitoring and evaluation assessments are conducted both against project objectives and to ensure the quality of the programme, and provide on-time internal status reports and external donor reports.
∎ Ensure that all data and information is updated, well organized and easily accessible; and that lessons learnt and best practice are capitalized.
∎ Develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met.
∎ Work towards the continual improvement of the processes and the technical implementation of the infrastructure WASH programme.
∎ Participate in the development of new proposals and the BRCR annual country strategy.
∎ Make frequent field visits to provide technical support to BRCR field staff and partners.
∎ Manage the quality construction of all WASH infrastructures, ensuring good maintenance and sustainable processes are put in place.
∎ Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training.
∎ Ensure the careful use, regular servicing and appropriate replacement of all equipment, within budgetary constraints, for the assigned project(s)
∎ Work with the relevant department to plan, develop and manage budgets for the assigned WASH project(s).
∎ Manage the correct procurement of all necessary Infrastructure, WASH supplies and equipment for the assigned activities, ensuring minimum stocks are maintained and items are stored & distributed correctly.
∎ Coordinate and oversee petty cash requirements of the assigned team(s), ensuring all required paperwork is completed accurately and in a timely manner.
∎ Maintain and create strategic partnerships and networks with DPHE, UNICEF and other UN agencies, WASH sector and I/NGOs.
∎ Represent WV at relevant local level coordination meetings involving local authorities, UN agencies and other NGOs.
∎ Manage and oversee the assigned team including recruitment, day-to-day management, development and training, appraisals, etc.
∎ Ensure good quality staff are attracted, retained and developed in the organization
∎ Facilitate regular staff meetings to ensure awareness of project objectives, and opportunity for feedback On-job coaching and technical supervision to develop ownership / responsibility for WASH activities
