∎ Background:
∎ The overall objective of this task order project is to provide support for the Counterterrorism RLA in monitoring terrorism and terrorism related trials. The OPDAT CT program in Bangladesh is responsible for providing assistance to the Bangladeshi government to enhance its capacity to investigate and prosecute terrorism cases, including AML/CFT cases, in a manner consistent with international good practices. For this purpose, the RLA is responsible for monitoring and providing reports on the usage of training principles by the career prosecution unit in the context of investigating and prosecuting terrorist and terrorist finance offenses. The use of a Trial Monitor will support the program`s objective and the RLA`s specific activity`s deliverables.
∎ Goal:
∎ The trial monitor will support the CT RLA in monitoring the prosecution of counterterrorism cases throughout the adjudication process and providing relevant information on high profile cases, specially relating to the ATT courts.

Job Responsibilities:
∎ Attend hearings at the ATT courts in Dhaka, and travel to the other courts across the other six divisions, Chattogram, Sylhet, Khulna, Barishal, Rangpur and Rajshahi on a need basis.
∎ Provide the RLA with unbiased, impartial, accurate observations of the trial so that the RLA can evaluate if the proceedings follow International Fair Trial Standards (IFTS).
∎ Monitor relevant developments of high-profile cases relating to the ATT courts.
∎ Review and analyze relevant data, court material and information relating to the ATT courts;
∎ Draft memorandums and reports on observations and findings in monitored cases within the applicable framework provided by law, IFTS and best practices;
∎ Monitor and analyze reports and/or publications on the work of the judiciary and other relevant institutions responsible for the investigation and processing of terrorism and offenses before the courts;
∎ Conduct media review of reports and press briefings in relation to high profile counterterrorism cases to support the Resident Legal Advisor's (RLA) consultations and discussions with stakeholders; and
∎ Support the RLA and Assistant Legal Advisor (ALA) to prepare for meetings with judges, prosecutors, investigators, defense attorneys, legal professionals and relevant stakeholders in relation to monitored cases.
∎ Oversight:
∎ The Trial Monitor performs duties in accordance with this JD under adequate oversight of the OPDAT CT RLA.
∎ Security Clearance:
∎ A Moderate Risk Public Trust (MRPT) clearance is required for this position, but the Trial Monitor may start with an interim.
∎ Pre-deployment Support:
∎ Pre-deployment support is not required for this position. This includes, but is not limited to, language training, tradecraft training or special qualifications.
∎ Complexity:
∎ The work involves the ability to perform diligent and accurate reporting of court room proceedings and trial observations, while providing superior oral and written
∎ legal analysis of monitored counterterrorism cases.
∎ Effectiveness:
∎ The Trial Monitor performs broad and extensive assignments related to the monitoring of counterterrorism trials to courts across the seven divisions (Dhaka, Chattogram, Sylhet, Khulna, Barishal, Rangpur and Rajshahi), throughout all stages of the trial proceedings, including sentencing. The Trial Monitor shall also draft memorandums and reports based on their observations and findings on the work of the judiciary and other relevant institu- tions. The Trial Monitor shall use these findings to advise the RLA on significant case information, IFTS and on appropriate follow-up actions. In addition, she/he will conduct media analysis and keep up to date on press coverage and briefings in relation to high profile cases assigned to the ATT courts, to ensure that information and recommendations to the RLA is effective, responsive and current.

Additional Requirements:
∎ 2-3 years of practical experience in criminal court.
∎ Bangladeshi National
∎ Superior reading comprehension and legal analytical written and oral communication skills in Bangla and English;
∎ Minimum 3 years of courtroom experience.
∎ Proven experience in drafting legal analytical reports;
∎ Practical knowledge of domestic criminal law, criminal procedure, IFTS and human rights standards;
∎ Knowledge of the domestic political situation and local judicial structure;
∎ Experience in case review, monitoring and development of case information in high profile and/or complex criminal cases;
∎ Superior interpersonal skills working with all levels;
∎ Computer literate with practical experience with Microsoft and Excel applications; and
∎ Ability to work with little supervision and meeting tight deadlines.
