Education:
  • Minimum Master's degree preferably in Finance, Accounting, Business Administration or another relevant discipline from a recognized university;

  • No third division/class in any examinations;

  • Candidates having PhD or Fellow Cost and Management Accountant (FCMA) with substantial experience in company affairs, the corporate sector, public or private universities or other institution will be given preference;

  • Previous experience as a Treasurer of a university will be considered an added advantage.

  • Proven leadership and team management experience.

  • Proficiency in financial software and tools.

  • Age limit: 50-70 years; may be relaxed for exceptional candidates.



Responsibilities & Context:

The Treasurer at UAP is responsible for overseeing the financial health and stability of the University, ensuring compliance with financial regulations, and supporting strategic financial planning. This role demands a highly experienced professional with substantial expertise in financial management, budgetary oversight, and administrative leadership.

Term of Appointment: 4 years contractual as per Private University Act 2010.

Duties and Responsibilities:

General:  

  • Overall supervision of the university funds and ensure record keepings of the revenue and expenditure accounts, and be responsible for the annual budget preparation, financial management & discipline, and accounting.

Specific:

  • Ensure accurate and timely financial operations, authorize disbursements in compliance with applicable policies and regulations;

  • Work in accordance with the guidance from the BOT and in close coordination with the Finance Committee and the top administration to evaluate, develop/modify policy guidelines for financial matters where such policy guidelines lack/inadequate;

  • Provide effective leadership in building a strong financial management system which would be attuned to befit best for supporting academic and research programs of UAP;

  • Provide strategic advice to the Vice Chancellor and the Board of Trustees to promote fiscal transparency and financial sustainability;

  • Improve efficiency and effectiveness of Account Section so that the system becomes amiably responsive to the students, their guardians, the UAP Authority, and other stakeholders;

  • Prepare periodic financial forecasts to facilitate the long-term financial planning, report on the financial state of the university to the Vice Chancellor and the Board of Trustees;

  • Develop, oversee and manage the investment strategy of university funds to optimize financial returns, complying with university policies and procedures and government regulations;

  • Oversee the preparation and implementation of the university's annual budget; work closely with the Finance Department and the heads of academic and administrative units to develop budget guidelines and ensure that departmental budgets align with the University's financial objectives;

  • Liaise with stakeholders and all relevant departments on financial matters like tuition and other fees, waiver policies, salaries, provident fund, gratuity and other benefits & allowances and recommend if there is any need for policy modification for the financial benefit of university;

  • Manage yearly audit in due time and be timely in compliance with all the required financial recording and reporting to UAP Authority and to the appropriate government bodies;

  • The role also includes representing the university in financial negotiations and external matters, leading treasury operations, managing banking relationships and cash flow, supervising financial records and documentation, overseeing budget allocations, instituting cost control in coordination with relevant departments/sections/directorates/institutes and providing leadership and guidance to the finance team to enhance efficiency and professional development.
