Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, build capacities of local stakeholders, and reduce the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Number of staffs: Around 283 National staff and 9 international staff
∎ HI is currently looking for a Technical Specialist- Inclusive Health and SRHR for its Technical Unit. The Technical Specialist- Inclusive Health and SRHR is 60% under the responsibility of the MC2 Technical Unit Manager and 40% under the line management of Technical Unit manager, Bangladesh. The position is divided into 2 responsibilities; contributes 40% to the HI strategic pillar on inclusive health, nutrition, NCD, ECD in Bangladesh, and 60% of the time is dedicated to supporting the Regional Technical Unit of the regional consortium project WISH2ACTION (Women’s Integrated Sexual Health (Lot 2) Access, Choice, Together, Innovation and Ownership, Now) by crosscutting disability, age, gender and Sexual and Reproductive Health and Rights (SRHR) issues in training, webinars, communication, research, advocacy). This position will be involved in developing project strategies, methodologies, and tools for the HI team to implement project activities following HI quality standards on inclusive health and SRHR and anoth thematic in development and emergency operations. The Technical Specialist will promote HI’s disability-inclusive Sexual & Reproductive Health and rights (ISRHR) through WISH2ACTION related communication, advocacy, research, and policy influence. As a remote technical member of the regional MC2 WISH team, the Technical Specialist will provide technical support to the international WISH teams in all countries and contribute to technical tasks at regional and consortium level such as compiling technical guidance material, capacity building, preparing and conducting webinars and training, presentations, etc.

Job Responsibilities:
∎ Main Responsibilities:
∎ 1. Technical Support to WISH2ACTION & country program
∎ Regional level MC2 and HI WISH country teams
∎ Promote HI’s rights-based disability inclusion approach and inclusive health and SRHR towards a barrier-free and inclusive society with services for all.
∎ As a consistent reference use national and international frameworks, HI policies and position statements, evidence, and best practice to ensure technical and strategic frameworks.
∎ Regularly update knowledge in inclusive SRHR issues considering an intersectional approach.
∎ Technically contribute to developing and implementing HI WISH2Action’s global goods and capacity building and advocacy activities on the international level.
∎ Compile Technical guidance documents such as memos, booklets, handouts, etc.
∎ Produce and design Training and concept notes for webinars training manual and material,
∎ presentations, handouts, etc.
∎ Organize, facilitate and conduct training, webinars, and presentations
∎ Contribute to the compilation of policy papers (SOPs, quality management tools, curricula, good practices, advocacy documents, and presentations.)
∎ Consortium Level
∎ Ensure and contribute to WISH partners’ approach to ensure disability-inclusive practices in SRHR on international and consortium levels.
∎ Support consortium partners such as DMI, OPTIONS, IPPF, MSI to adopt the disability-inclusive approach on organizational and on programme level by providing quality guidance based on HI’s experience, international standards, and research.
∎ Additional support to the country program:
∎ Learn from sectoral practice in Cox’s Bazar, coordinate with HQ on other relevant contexts, and provide technical direction & support to the humanitarian health programming & teams.
∎ 2: Quality aspects of the project - assume an advisory function about the WISH country managers, HI WISH teams, and consortium partner enabling them to
∎ Manage needs assessment missions, feasibility studies, and situational analysis including accessibility audits
∎ Ensure that HI WISH staff has the capacity and materials required to ensure quality work and are enabled to technically support their national and local partner towards disability inclusion in SRHR in their WISH countries.
∎ Ensure project managers receive quality, logical, objective technical information and feedback about their projects to enable them to implement quality activities
∎ Cooperate with the regional and if required national MEAL teams to ensure monitoring and evaluation, quality management, and sustainability of the project to
∎ Technically support the development of M&E tools and prepare ‘after activity reports’ and reports about technical activities reflecting and documenting lessons learned and quality management.
∎ Maintain coordination with technical support services including MEAL, SBCC, and operational research.
∎ In-country support to ensure adequate quality for the health program by analyzing and supporting with capacity and tools.
∎ 3: Capitalization and Knowledge Management
∎ Ensure transparent, organized, accessible, and updated knowledge management of data and information which facilitates sharing, replication, modification, etc. so that baseline data and information is consistent in approach and quality
∎ Carry out or steer the organization of this data and information into logical, accessible, replicable, detailed reports/training modules/publication materials, etc. consistently utilizing terminology and approaches that reflect national and international frameworks, HI policies and position statements, evidence, and best practice in Bangladesh
∎ Be responsible for effective knowledge management in the fields of disability, vulnerability, and inclusive health with a focus on SRHR taking intersectional approaches ( disability, age, gender, refugee status, etc.) into account.
∎ Ensure the value proposition of HI’s country health program is identified, documented, and presented.
∎ 4. Reporting
∎ Support comprehensive reporting as defined by program requirements and project monitoring log-frame that is technically sound and based on facts/objectives.
∎ 5. Networking, influence, and business development
∎ Represent HI and WISH2ACTION in various meetings, workshops, seminars and present HI’s work in an apt manner
∎ Ensure constructive, efficient, and positive relationships with partners and other stakeholders.
∎ Identify needs and gaps in the inclusive health/SRHR sector and represent at an appropriate forum, contribute to advocacy to influence positive changes.
∎ Explore new opportunities, consortiums and contribute to designing and writing new proposals.
∎ 6. Team Work and meetings
∎ Work in collaboration with MC2 and project managers, teams under the direct supervision of the technical manager.
∎ Respect internal communication and protocol guidelines
∎ Participate in regular MC2 and technical meetings ( e.g. regular Technical Country Calls etc. ) and regional and learning events
∎ Accountable of the image of the organization and must promote its philosophy and approach
∎ Respect an obligation of discretion on all confidential information about the organization
∎ Respect the strict public stance of the political and religious neutrality of the organization.
∎ 7. TRAVELS (frequency and nature)
∎ Participate in selected training/seminars/meetings at HI national and HQ levels as required/agreed by supervisor and Country Director.
∎ Participate in other network gatherings/training according to needs, interests, and means as required/agreed by supervisor and Country Director.

Additional Requirements:
∎ Age 30 to 60 years
∎ More than 2 years of experience working in the field of at least 2 areas with SRHR being mandatory, nutrition, NCD, Health.
∎ A minimum of 5 years’ relevant NGO experience working with vulnerable groups/ community-based health/socio-economic development projects, preferable with consortium partners on inclusion issues
∎ Excellent knowledge of disability and gender mainstreaming approaches, preferably within SRHR projects.
∎ Strong training delivery and facilitation skills.
∎ Sound experience contributing to health policy and strategy development with the Bangladesh government.
∎ Sound experience in the production of inclusive and accessible BCC materials, preferably on SBCC.
∎ Experience in working with international partners including Organizations of persons with disabilities (OPDs) to improve coordination and synergies.
∎ Previous experience mainstreaming disability within family planning or SRHR arenas.
∎ Experience in using Washington Group Questions, evidence-based advocacy on disability issues.
∎ Knowledge of the legislation and policies addressing disability, gender equality, health, and rehabilitation.
∎ Knowledge of accountability mechanisms.
∎ Knowledge of safeguarding principles and practices.
∎ Experience of working in humanitarian settings.
∎ Good oral and written communication skills in Bengali and English.
∎ Writing skills (in English) compiling technical documents and guidances.
∎ Fully competent in Microsoft packages and internet applications.
∎ Ability to work independently and as a member of a team.
∎ Understanding the principles of teamwork, particularly working with multi-cultural and/or multi-disciplinary teams.
∎ Skilled in staff capacity building and high-level networking skills.
∎ Good research as well as a strong command of monitoring and evaluation methodologies, including capitalization and knowledge management.
