Job Context:

∎ Reporting to: Programme Coordinator.

Job Responsibilities:
∎ Technical Manager, Disaster Risk Reduction will provide essential and context sensitive technical support to BDRCS and IFRC/American Red Cross team members in conducting DRR activities at guest and host communities including Cyclone Preparedness Programme (CPP) intervention to improve our quality, accountability and support to guest and host community populations line with their local dialect, cultural norms and traditions.
∎ Manager, Disaster Risk Reduction is expected to maintain a respectful, courteous, accountable, and transparent working relationship with the host and guest community members and all members of BDRCS, CPP, PNSs and IFRC offices.
∎ Program Development and Management:
∎ Co-lead the Disaster Risk Reduction related program development and implementation with BDRCS DRR team, along with focus on integration of DRR across sectors.
∎ Support the operational and financial management of DRR program in the camp settlements
∎ and host communities ensuring the specific program objectives are met.
∎ Assist the Program Coordinator in order to facilitate strategic actions, taking RCRC positioning and maintain the quality standard of the project to be represented in the external DRR community and donors.
∎ Guide and supervise DRR and CPP team members of the IFRC/American Red Cross for better understanding of the DRR program, and operational performance in order to meet the concurrent demands.
∎ Guide the program team in implementing camp PoA developed by the camps, and host communities based on Vulnerability and Capacity Assessment (VCA) exercise and needs assessments on the ground.
∎ Establish and maintain effective working relationships with all relevant stakeholders at sub-districts and district level in order to facilitate disaster risk governance mechanism and cash-based interventions.
∎ Ensure continuous monitoring of the progress of DRR activities undertaken in the population Movement Operation and others.
∎ Work closely with the BDRCS, IFRC/AmCross and Cyclone Preparedness Programme (CPP) during the assessment, project planning, and implementation, monitoring and reporting process.
∎ Ensure program resources are used properly and in case of any misuse or wrongdoing immediately bring
∎ it to the attention of the Program Coordinator.
∎ Support the programme team, volunteers and CPP to effectively assess, design, monitor and report on the
∎ program activities.
∎ Plan and carry out with the programme team members, volunteers and CPP the following tasks to improve
∎ DRR support and reduce the vulnerability of the beneficiaries (Rohingya and host communities)
∎ Liaise with BDRCS, PNSs, IFRC, Government bodies, UN and I/NGOs, community groups, beneficiaries and private sectors.
∎ Work as a team member and share views and plans with BDRCS/AmCross/IFRC colleagues and seek support from management in order to strengthen that modality of work where needed.
∎ Support developing/capturing IEC Materials, case studies, stories, Most Significant Change, visibility, etc.
∎ Assist the programme team in ensuring and following the CEA process and PGI while implementing any
∎ activities in camps and host communities.
∎ Conduct frequent visit to the project areas and plan and monitor activities during implementation.
∎ Communication and Coordination:
∎ Develop and maintain close coordinate with CICs, Site Management team, BDRCS, IFRC/AmCross and CPP to contribute to the field of DRR and attend the weekly coordination meetings at camps to update all regarding DRR interventions.
∎ Support the functionality of the Red Cross Red Crescent (RCRC) DRR Working Group for wider standardization, quality assurance and positioning of the organization.
∎ Coordinate, supervise and monitor all DRR program activities at the camps as well as the host communities
∎ and all stakeholders including government agencies.
∎ Coordination will be one of the key elements that is integrated to this job responsibilities to position BDRCS and IFRC where needed.
∎ Representation at Sub-district, Districts and ISCG DRR arena will be another highly expected, so that BDRCS/IFRC ensure their involvement in DRM coordination.
∎ Coordinate with the Government counterpart and various stakeholders for effective coordination and policy dialogue for mainstreaming Disaster Risk Reduction interventions.
∎ Monitoring, Reporting, Documentation, and Information Management:
∎ Assist Program Coordinator in preparing cash forecast, monthly/quarterly/annual report in coordination with MEAL team.
∎ Organizing monthly and quarterly program team coordination meetings and to share the
∎ meeting minutes Support.
∎ Maintain close coordination with MEAL team to facilitate in development of cash studies, best practices, and documentation for quality assurance of the DRR interventions on the ground.
∎ Support to communication colleagues of IFRC/BDRCS in developing content, branding materials for fundraising and meeting up donor compliances.

Additional Requirements:
∎ Candidates having 7 years of experience in the field of Disaster Risk Reduction/Management in Bangladesh or abroad.
∎ Working with DRM/DRR in Rohingya camps and host areas of Cox's Bazar is highly preferred.
∎ Experience in program design, budget management, expenditure tracking.
∎ Experience in managing diverse, young, and mixed cultured team.
∎ Experience in partnership management and engagement with USAID and USPRM program are preferred.
∎ Experience in working with Red Cross Red Crescent (RCRC) Movement is a plus.
∎ Sound understanding on DRR Projects Management Cycle (PMC) in Bangladesh
∎ Integrating nation and international key DRR drivers into the PMC
∎ Working experience at coastal district/island areas.
∎ Strong Coordination and Communication skill
∎ Understanding on local dialect/Chittagonian dialect is preferable.
∎ Understanding on RCRC Code of Conduct, Core humanitarian principles is preferable.
∎ Languages: Fluency in English and Bangla.
