Educational Requirements:

Job Context:
∎ The goal of the project is to strengthen Bangladesh`s Global Health Security architecture that will allow early detection of diseases in the animal, human, and environmental interfaces minimizing societal disruption, and prevent avoidable death.
∎ The Technical Director will provide leadership and subject matter expertise in addressing health security gaps and supporting capacity building that enables local actors to address these gaps. The Technical Director will serve as the project`s primary subject matter expert on health security programming. They will bring experience designing and managing health security in multi-sectoral One Health governance and coordination; strengthening One Health infectious disease surveillance and laboratory systems; and reduced threats of antimicrobial resistance (AMR). The position is anticipated to be based in Dhaka, Bangladesh beginning on or about October 2023.
∎ This position is contingent upon project award and approval.

Job Responsibilities:
∎ The Technical Director will coordinate the provision of technical services and ensure a coordinated, integrated approach across the project objectives. Responsibilities specifically include:
∎ Oversee and guide implementation of the Systems Strengthening for One Health technical strategy in addressing health security gaps
∎ Oversee the technical design of grants that address health security challenges
∎ Provide subject matter expertise and consultation to project partners and grantees in implementing project-funded interventions
∎ Oversee and integrate organization development activities
∎ Manage and guide Technical Workstream Leads and local technical partners, supporting them to lead localized implementation of health security interventions
∎ Ensure and contribute to the capture and dissemination of technical learning across the program and to relevant external stakeholders
∎ Coordinate closely with the Project Director, Deputy Project Director, and MEL Director to ensure technical activities have effective operational support and are regularly evaluated and communicated.
∎ Serve as a project representative and subject matter expert to diverse stakeholders including national government ministries, international health organizations, other international donor-funded projects, partners, and other Systems Strengthening for One Health stakeholders

Additional Requirements:
∎ Age at least 40 years
∎ Minimum of 8 years of progressively responsible experience in technical leadership and advisory roles focused on health security activities
∎ Demonstrated expertise in multiple health security sub-sectors including, but not limited to: risk communication, social behavior change, community engagement, diagnostic and laboratory systems, zoonotic disease, infectious disease prevention and control (IPC), antimicrobial resistance (AMR), and human resources for health (HRH).
∎ Extensive experience working effectively with counterparts at various levels of government, as well as with non-governmental organizations, and international organizations in managing international development assistance projects
∎ Proven leadership in fostering collaborative learning and adaptive management, monitoring effectiveness, opportunities and challenges, and adapting implementation based on learning to achieve desired program outcomes
∎ Strong monitoring, evaluation, and reporting experience ensuring technical activities are achieving project objectives
∎ Demonstrated knowledge management experience to collect, analyze, and disseminate learnings
∎ Excellent writing and communications skills in English
∎ Preferred Qualifications:
∎ Proven leadership and management skills, including a track record of managing and coordinating high-performance teams and the provision of technical assistance, including the ability to coach, guide, and inspire the team members in their contributions to meeting program objectives
∎ Demonstrated experience leading local technical consortiums and shared partnership with local actors, providing capacity assistance at individual and organizational levels
∎ Bengali language skills desirable
