Job Responsibilities:
∎ OVERALL RESPONSIBILITIES:
∎ The Technical Advisor, Monitoring, Evaluation, Research, and Learning, (MERL) will oversee the monitoring and evaluation system for reporting progress, and maintain reporting procedures and guidelines in compliance with donor systems. The MERL Technical Advisor will be expected to develop a strong monitoring and evaluation plan consistent with the donor's results framework, develop all data collection tools, coordinate the collection of routine and research data including conducting field visits for data validation, monitor the quality and completeness of data sets, mentor health facility staff on complete and quality data, contribute to the development of the program and document project performance against established outputs and indicators. S/he will also be responsible for building learning systems and ensuring learning occurs between sites, data is used at all levels of the health system and within the project to improve program implementation. In addition, s/he will be expected to strengthen the capacity of the Government of Bangladesh Ministry of Health (MOH) and other stakeholders in the collection, utilization, and dissemination of data as well as ensuring that all monitoring and data collection activities are harmonized and information is shared. S/he will also assist the MOH to monitor programs and assess the robustness of implementing organizations' data collection and M&E mechanisms.
∎ SPECIFIC RESPONSIBILITIES:
∎ Design and implement the Project's MERL system, including the development of indicators, setting targets, and monitoring project progress.
∎ Provide technical inputs to the technical team in order to assist in developing program goals and objectives as well as M&E tools and strategies and provide monitoring data to strategically inform decisions on project performance and future project directions.
∎ Conduct periodic data quality checks.
∎ Mentor and supervise facility staff to collect, report and use data for decision-making.
∎ Provide regularly updated reports on the status of implementation against the project goals and objectives to the Project Director and other program managers as required.
∎ Establish learning systems to encourage learning between sites and within the project to improve program implementation.
∎ Manage and supervise local research institution, including all routine and research data collection activities, analysis and report writing including a manuscript for publication.
∎ Collaborate with the project team in identifying project activities, processes and/or outcomes that are worthy of documentation, and design a system for capturing lessons learned and best practices.
∎ Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities.
∎ Perform other duties as assigned.

Additional Requirements:
∎ 7 years (preferred) of demonstrated experience designing, and implementing monitoring and evaluation activities and special studies for complex programs in developing countries. M&E experience in the health sector, particularly in health systems strengthening is preferred.
∎ Excellent command of monitoring, evaluation and research methodologies.
∎ Knowledge of issues related to integrated health services and support programs.
∎ Previous experience implementing and managing a rigorous MERL systems including developing performance monitoring plans that track performance as sub-results/results and by funding stream.
∎ Experience leading and building the capacity of health facility staff to meet program needs and deliverables is preferred.
∎ Knowledge of data collection protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation.
∎ Operations research experience including writing protocols, supervising data collection and writing reports.
∎ Extraordinary organizational, verbal and written communication skills to manage project communications and disseminate project information.
∎ Excellent skills in MS Excel, Word, PowerPoint, and DHIS2.
∎ Professional Proficiency in English and Bengali.
