∎ Job Purpose:
∎ To ensure the effective management and efficient delivery of the Max Foundation`s project "Healthy Village in Urban Project (HVU)" project Manager will be responsible to manage, coordinate and lead the implementation of the project for improved access to health care, WASH and nutrition by disability inclusive activities in the urban and peri-urban population in Lalmonirhat district. This role demands a visionary and dynamic person who is proactive to invent innovation and high-quality work for building capacity, formulate advocacy, maintaining good linkage with partners, government counterparts, local governments, and influence on relevant private sector for replication of good practices. The Team Leader needs to be able to independently run the project to achieve the project outcomes. Travel and non-standard work hours may occasionally be required.
∎ Contract:
∎ Fulltime.
∎ Open ended, subject to annual renewal (based on annual performance evaluation report).
∎ Six (06) months` probation starting from the joining date.
∎ Reporting to: Head of Programme Operations, Max Foundation Bangladesh Country Office.
∎ Functional Relationship: Senior Programme Manager, Head of Accounts and Finance Operations, Senior MEAL Manage, PNGOs and Private Company`s Accounts and Finance Focal Persons, PMU of R2G and Project Manager of R2G as well as Project Admin and Accounts Officers.
∎ Job Location: Based in Dhaka (at least 40 % field visits).

Job Responsibilities:
∎ The Team Leader will perform the following responsibilities in accordance with Max Foundation policies and procedures:
∎ Project Planning:
∎ Review the Project proposal, budget, targets, key performance indicators and develop Detailed Implementation Plan, Budget, and Reporting (DIPBR).
∎ Facilitate Union Parishad and municipality to develop Healthy Village declaration plan.
∎ Assist the city authority to develop a city-wide waste management plan in line with a city sanitation master plan including a faecal waste disposal plan for the city.
∎ Assist to develop entrepreneurs' associations and facilitate to develop entrepreneurs' business model and plan.
∎ Project Implementation:
∎ Work with the concerned Max Foundation Bangladesh (MFB) and Partner NGO (PNGO) staff to ensure effective implementation of the project.
∎ Review the DIPBR annually to ensure that these are realistic, both in terms of budget and overall Project plan.
∎ Regularly review & track the project progress against milestones and take corrective action where required, raising issues with the concern personnel as needed.
∎ Monitoring tasks related to mobilising finance for achieving Urban Healthy Village including setting up mechanisms to track investments and collecting data & information.
∎ Project Management:
∎ Day-to-day management of the project, including preparing operational plan, implementation, coordination, review and evaluate how the Project operates.
∎ Coordinate and integrate the process and given synergy to produce the intended results of improved lives of Under five children through improved access to health care, and nutrition by disability inclusive activities in the urban and peri-urban population through a business model.
∎ Promote and maintain effective partnerships with PNGOs, municipality, Union Parishad, private sectors and government counterparts.
∎ Guide and lead the project team to achieve specific goals, objectives, and Key Performance Indicators of the project.
∎ Ensure that work is appropriately delegated, and staff members are empowered to carry out tasks independently where appropriate to their skills and capacity.
∎ Ensure efficient project management procedures are implemented to enable monitoring of project and accurate reporting of progress.
∎ Mobilize municipality and Union Parishad to be more responsive to the needs of the effective delivery of Healthy Village services.
∎ Ensure strict adherence to Max Foundation ethics, policy and pro-actively encourage transparency and openness in all activities.
∎ Ensure procurement and contracts are prepared and issued to Max Foundation standards and procedures/ in-country legal frameworks / funder requirements and are managed effectively.
∎ Retain an entrepreneurial approach to deliver the project, proposing creative solutions, reducing inhibiting business factors, and looking for market-based solutions in coordination with the concern staff of Max Foundation.
∎ Financial Management:
∎ Ensuring the project is working closely with logistics and finance teams and adhering to required procedures in implementing project activities on a timely, transparent, and accountable manner.
∎ Guide and facilitate account management, procurement of hardware materials and logistics.
∎ Facilitate the revision of the quarterly/six monthly/annual budget and expenditure, including project.
∎ Partnership management:
∎ Managing the contract and working with the broader team to plan and coordinate across the project.
∎ Managing, supporting, coordinating, and appraising project staff appropriately, effectively, and according to policy and procedures to increase understanding and build capacity on MF within the team and with partners.
∎ Ensure collaboration with MF partners Municipality, Union Parishad (UP), PNGO, Privet Sector in project implementation and needed harmonize activities and cooperate with other Government line department.
∎ Coordinate the Joint Project Management Committee (JPMC) and manage all parties' partnership agreement.
∎ Organize monthly or bimonthly Joint Project Management Committee (JPMC) meeting and report to the Max Foundation.
∎ Business development:
∎ Develop complementary project proposal to expand and scale the project with private sector (CSR) and other donors.
∎ Technical Support:
∎ Technical support on feasibility study, including source investigation, social survey, financial analysis, and entrepreneurs' business model designing.
∎ Technical support to implement Healthy Village interventions, mobilizing the entire community around child health, ensure gender and inclusion of people with a disability in Healthy Village activities, embedding in institutions and strengthening systems, Entrepreneurship for sustainable market-based supply and demand.
∎ Technical support to ensure Demand Responsive Approach (DRA) like water supply, sanitation, hygiene, and nutrition.
∎ Ensure to engage private sector to promoting improved water, sanitation, and nutrition services through sustainable business model.
∎ Guide to develop the Business Model as well as the sanitation, nutrition, and hygiene products marketing with its pillars in the context of Bangladesh like i) demand creation, ii) product development, iii) market development, iv) Inclusion, v) innovative financing, and vi) quality control.
∎ Advocacy and Networking:
∎ Link to Government line department for empowers LGIs on WASH regulatory functions.
∎ Mobilize GoB/ other donors for resources and WASH and Nutrition services.
∎ Mobilize Micro Finance Institutes (MFIs) provides credit support for improved WASH, Nutrition services and rural livelihood.
∎ Advocacy of the Govt ministry/institution/departments and other actors including private sector to scale up the good practices and policy change.
∎ Keep close relation with other development actors such as SNV, DPHE, ADD, government line agencies and private sector (Unilever, HSBC, MFI, FI etc).
∎ Capacity Building:
∎ Organizing training for different stakeholders (municipality, UP, private company, sanitation entrepreneurs, women entrepreneurs and community leaders);
∎ Build capacity to Local Government Institute (LGI/Municipality) for regulating private services.
∎ Community mobilization by creating the demand on water, sanitation, hygiene, and nutrition products in intervention area.
∎ Build capacity of the entrepreneurs to produce and supply demand based multiple wash and nutrition products and services.
∎ Capacity building of the community people so that they can understand the importance of wash and nutrition products and make choice of affordable options from local entrepreneurs.
∎ Developing and maintaining staff knowledge of management including design, procurement, financial management and program performance and quality through familiarity with the programming guide (and updates to it) and liaison with the relevant areas in NL (if necessary) to clarify the application of processes and policy where necessary.
∎ Monitoring & Supervision:
∎ Monitoring and supervise the project activities.
∎ Supervise and coordinate the PNGO field staff activities.
∎ Monitoring the service regulation of private sector.
∎ Participate in program and performance evaluation processes as required.
∎ General:
∎ Perform responsibility as per standard level to mainstream the MF objective and approach through assigned works and activities to achieve the quality in the organization and programs.
∎ Ready to work in any emergency situation anywhere in Bangladesh.
∎ Perform any other duties/responsibilities assigned by the authorities.

Preference will be given to those with experience of working in urban and rural contexts and municipalities.
