Job Context:
∎ Location: Dhaka office
∎ Duration: 2 years (initially)
∎ Project Overview:
∎ The project objective is to closely monitor different hazardous industrial sectors in the country for serious injuries, disabilities and death caused by occupational accidents, occupational diseases or work-related diseases. Further, cases of such injuries are followed up and victims are interviewed as to whether they have applied for compensation benefits from any existing programme or schemes run by government and, if so, whether their cases have been approved as well as the amount of the received benefits.
Job Responsibilities:
∎ Establish, maintain and functioning MIS for gathering, interpretating, analyzing and reporting data/information towards work related accident, injury, and diseases in Bangladesh.
∎ Coordinate and implement project related data analysis, processing data, shorting, data interpretation, based on in agreed project framework and compare the data with Government official statistics.
∎ Develop and functioning database, data collection process & procedure, data analysis, and others strategics that optimize statistical efficiency and quality through maintain the evidence documentation process.
∎ Design a comprehensive monitoring and evaluation (M & E) framework based on an effective Management Information System (MIS) that is direct conclude align with input & out-put indicators and functioning process & result monitoring and conduct periodic impact assessment.
∎ Perform scientific analysis of real time data (Centrally and Integrated) of the project's interventions.
∎ Design and optimize data- base including structural changes to improve performance, SQL code review, and performance tuning as well as Donor requirements.
∎ Assist to building collaborative networking between likeminded organization, Trade Union, Industry, Government department and I/NGOs agencies.
∎ Should have excellent skills on windows server 2019.
∎ Should have excellent skills and practices on PHP language with MySQL data base
∎ Lead to develop auto-generate EP (Entitlements Person) file, Auto- Generate EC (Entitlement Card) with evidence-based documents.
∎ Design, develop and functioning computerized/digitalized Management Information System (MIS) for the Project Affective Person (PAPs).
∎ Develop and functioning proper data buck-up system, data validation, data and information security procedure to ensure data integrity and availability.
∎ Prepare daily, weekly, monthly, quarterly, semi-annually and annually databased and analysis report and also analysis, forecasting, create automation of report from various tools, EMS with Logic for develop the report procedures.
∎ Developing and strengthening planning, monitoring, documentations and reporting procedures and system.
∎ Any other special assignment provided by Management, Executive Director of OSHE on a time to Time.
∎ Required 30% above field visit regarding data cross validation, information collection, impact assessment, program monitoring, assist to program quality and improvement areas.
∎ Facilitated capacity building of project staff, volunteers, partners about the process of MIS functioning.
∎ Capture lessons learnt from various programs and share resources with other partner and donor where possible.
∎ Present, and disseminate information to program management. Seek solutions for more complex data management requirements by working with project team and donor.
Additional Requirements:
∎ Diploma in IT with a bias in Database Development will be an added advantage.
∎ Certificate in M&E is a plus.
∎ Proven experience of undertaking analysis of both qualitative and quantitative research using relevant software such as STATA or SPSS or any others statistics tools operation.
∎ Excellent skills in data visualization using different software including ONA, Power BI etc
∎ Good communication skills in English and Bangla.
∎ Essential:
∎ Minimum of 5 years of experience working in NGOs/INGO's in developmental or in humanitarian programs, with 3+ years in field on management information systems development.
∎ Experience of, and commitment to working through systems of community participation and accountability.
∎ Ability to assist and develop Project Proposal for fund raising process.
∎ Strong technical expertise including passion for handling large amounts of data and transforming it into compelling visualizations that facilitate analysis and decision-making.
∎ Demonstrated understanding of intermediate statistics and the ability to summarize, generalize, and make predictions from large data sets.
∎ Strong information management and telecommunication skills and proficiency in IT/computer skills (including sound MS Excel, Ms PowerPoint and Ms Word proficiency).
∎ Problem analysis, judgement, handling ambiguity and decision making based on fact and figures
∎ Technical expertise in various data analysis software and proven experience using mobile technology for data collection with experience of electronic data collection using tablets or other devices.
∎ Exceptional analytical and problem-solving skills and experience with statistical/graphical software or geo-spatial software.
∎ Proven experience with current technologies, such as web-based data management and analysis tools, digital data collection, mapping, Google applications, data visualization, interactive dashboards, etc.
∎ Experience in building iterative learning systems or feedback loops and approaches in human-centered design are strongly valued.
∎ Field experience in developing practical, useful, timely monitoring systems, both at the program- and county-levels that promote use of data for adaptive management and learning.
∎ Experience with ICT hardware, mobile phones and web-based technologies, particularly designing or deploying tools appropriate to limited-bandwidth or sub-standard infrastructure environments.
∎ Comfort working with qualitative and quantitative methodologies for data collection and analysis.
∎ Ability to work independently and as part of a team
∎ Strong communication and interpersonal skills, with experience working in multicultural, multi -location, values driven teams.
∎ Commitment to and understanding of Organizational aims, values and principles.
∎ Desirable:
∎ Good analysis and report writing skills
∎ Experience in open source, mobile and emerging technology is extremely desirable.
∎ Highly developed cultural awareness and ability to work well in an international/ National environment with people from diverse backgrounds and cultures
∎ Experience in producing clear and simple reports, including charts & graphs, for end-users
∎ Experience of managing private and international donor funded projects
∎ Experience of training and capacity building
∎ Experience of representation and ability to represent OSHE/ Project effectively in external forums.
