Experience:
Master`s in Development Studies, International Relations, Public Policy, Economics, Social Science, or relevant field.
Minimum 4-5 years` experience in proposal writing, grants acquisition, reporting, or donor relations within NGOs/INGOS-preferably in labor rights, or social justice sectors.
Strong track record in securing funds from bilateral donors, foundations, CSR, or UN agencies.
Experience working with labor sector stakeholders-trade unions, worker federations, and policy makers-will be an added advantage.
Skills and Competencies
Exceptional writing, analytical, editing, and presentation skills.
Knowledge of donor compliance (ILO, EU, FCDO, UN, CSR).
Strong relationship-building, negotiation, and advocacy skills.
Ability to coordinate multi-department tasks under short deadlines.
Familiarity with labor rights discourse, decent work frameworks, OSH, GBV in the workplace, and just transition.
Proficiency in MS Office Suite; experience with research and documentation preferred.

Position Overview:
Sr. Officer, Proposal Development and Donor Relationship (PDDR) is responsible for driving BLF`s resource mobilization strategy and enhancing the organization`s engagement with funding partners and strategic networks. This position plays a pivotal role in designing high-quality proposals, concept notes, and partnership initiatives that reflect BLF`s mission to uphold labor rights, decent work, occupational safety, and social protection for workers in Bangladesh. The role requires strong coordination with internal teams, proactive donor engagement, and effective communication of BLF`s impact, achievements, and strategic priorities.
Preferred Job Description/Responsibility
A. Proposal and Concept Note Development
Lead end-to-end proposal development aligned with BLF`s strategic themes.
Coordinate with MEAL, Finance, Program, and Communications units to develop concept notes, technical proposal drafts, logical frameworks, and theories of change.
Prepare proposal documents including capacity statements, organizational profiles, and partnership pitch decks reflecting BLF`s accomplishments and comparative advantage.
Ensure proposals comply with donor guidelines and reflect BLF`s rights-based, gender-transformative, and community empowerment approaches.
B. Donor Relationship & Strategic Engagement
Maintain regular communication with current donors and proactively identify new funding opportunities.
Organize donor visits, project briefings, and evidence-sharing sessions to strengthen BLF`s credibility and visibility
Facilitate timely submission of donor reporting inputs in collaboration with the program and MEAL teams.
C. Partnership Building & Networking
Develop and maintain partnerships with national NGOs, workers` associations, trade unions, federations, employer organizations, think tanks, and CSOs working on labor rights, OSH, and policy reforms.
Lead consortium-building and negotiate roles for joint proposals and collaborative intervention.
D. Grants Planning, Documentation & Pipeline Management
Maintain donor profile database, funding pipeline, submission calendar, and proposal tracking.
Conduct periodic funding trend analysis-focusing on global labour standards, forced labour elimination, FoA, and climate-labor intersection themes.
Prepare briefs, talking points, achievements summaries, presentations, and position papers for BLF leadership and donor meetings.
E. Compliance & Quality Assurance
Ensure proposals reflect BLF compliance requirements regarding safeguarding, anti-fraud, anti-harassment, child protection, and gender equality commitments.
Align proposals with BLF`s MEAL strategy, evidence generation plan, and impact measurement framework.
Support internal quality reviews of donor communications, narratives, and advocacy content.
