Educational Requirements:
∎ Master’s degree in Business Administration / Supply Chain Management / Logistics Management

∎ At least 5 year(s)

Job Responsibilities:
∎ Manage the Response Supply Chain Management team in Rohingya Crisis Response Project. Manage work efforts across planning, strategic sourcing, categories management, warehousing, logistics management including internal customer alignment and satisfaction, supplier relationship management, contract management, risk management, program management and human resource management in the emergency response context.
∎ Manage establishment, tracking and reporting of benefits and key internal and supplier performance metrics
∎ Development and compliance of SCM policies and procedures.
∎ Obtain quality supplies at reasonable prices for major centralized procurements.
∎ Comply with WV’s Supply Chain standards and procedures in terms of purchasing supplies to ensure efficient accountability.
∎ Vendor identification and quality improvement for best-centralized supplies.
∎ Develop / improve Supply Chain Management strategy aligned to the Emergency Response Strategy and Context.
∎ Develop annual work plan in consultation with key stakeholders;
∎ Lead setting of performance objectives for Supply Chain Management Dept. and staff.
∎ Provide regular feedback on performance and identifying training needs
∎ Lead development of Consolidated Procurement Plans across Emergency Response for all functional departments.
∎ Partner with Support Services, Commodity/NFI Management, Finance, Integrated Functional Teams and other related functions in the approval of a sourcing strategy based on the Emergency procurement needs of the Response Project.
∎ Manage development of implementation plan for Emergency Supply Chain and Logistics Management activities.
∎ Lead all required changes to plan as budgets are amended during the Response implementation year
∎ Lead quarterly and six monthly cross functional procurement plan reviews.
∎ Reduce procurement lead time.
∎ Preposition regularly needed items and minimize frequency of transactional buying.
∎ Ensure procurement transactions are carried out in accordance with WVB Supply Chain Management Policies, guidelines and procedures.
∎ Ensure Purchase Orders processed in a timely manner and that users are kept informed on the status of their requisitions and movement of goods.
∎ Schedule Procurement Committee Sessions and play the advisory role on Supply Chain Management fundamentals, policies, guidelines and ethics.
∎ Supervise the review of each requisition for completeness and ensure that appropriate sources/competent suppliers are identified, bids invited and evaluated and orders awarded based on application of best practices to obtain consistent value for money.
∎ Review contract documents for purchases of goods and services and ensure that contract terms adequately protect the interests of World Vision and where negotiations are necessary ensure that they are conducted in a professional, ethical and transparent manner.
∎ Ensure adequate Warehouse that meets WVI and Donor standards to store NFIs and Commodities are available (Primary and secondary).
∎ Recruitment of Proficient Logistics, Distribution capacity.
∎ Pre-positioning emergency supplies.
∎ Lead and coordinate the Emergency Supply Chain and Logistics Department and be responsible for an optimal interface between the supply chain and Response Operations and Programs units as it relates to the procurement function.
∎ Ensure compliance to WVI Disaster Management Team (DMT) requirements with respect to receipt, storage, transport and delivery of WV cargo at the primary warehouse in Cox’s Bazar and in country warehouses.
∎ Managing continuous improvement in Emergency Supply Chain and Logistics Management through monitoring of Supply Chain and Logistics Management Progress Reports and Supply Chain and Logistics Management monthly reports
∎ Manage the flow of information and goods in the supply chain in a manner that optimizes the use of resources and utilizes market opportunities as they arise.
∎ Manage suppliers performance against contract and framework agreements
∎ Work closely with the appropriate government agencies in leveraging official resources and plans.
∎ Manage and facilitate the VAT exemption process (as applicable).
∎ Define and manage integrated cross functional Key Performance Indicators (KPIs) and lead the development of action plans to address areas of poor performance
∎ Track and analyze Supply Chain performance against established target levels (KPIs)
∎ Report Performance monthly to the Response Corporate Services and Response Leadership Team.
∎ Lead fine tuning of category strategies and approaches
∎ Manage implementation of consistent and effective strategic sourcing process
∎ Communicate sourcing approaches to relevant stakeholders
∎ Build and maintain successful working relationships with suppliers.
∎ Manage day to day relationships with suppliers
∎ Plan strategies for and lead negotiations with suppliers
∎ Manage contract development with legal for key suppliers
∎ Identify areas for process improvements in strategic sourcing.
∎ Develop Staff Capacity on:
∎ Emergency Supply Chain, Logistics, Commodity Management Policy, Process, Procedures.
∎ Reporting and Procurement Tracking (WVI automated platform)
∎ Demonstrating an understanding of and commitment to World Vision’s Core Values in the approach to work and relationships;

∎ At least 5 years relevant experience required in Strategic Sourcing for Professional Services, Contract Labor, Facilities, Construction, Corporate Services, MRO, Human Resources, Marketing services or procurement experience including telecom, hardware, software, services, technology licensing structure and license compliance, including terms and conditions.
∎ Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) desired, or ability to obtain certification within 2 years.
∎ Demonstrated success in establishing, managing and leading and large project teams which result in successful sourcing project delivery with qualitative and quantitative results.
∎ Ability to manage multiple projects and effectively deal with a fast-paced and changing environment.
