∎ A minimum of 8 to 10 years of relevant experience with USAID or other donor-funded health programs and good understanding of quality improvement methodologies and tools, such as Continuous Quality Improvement (CQI) approaches.
∎ Comprehensive understanding of health care delivery system in the urban context, key actors players, referral mechanism etc including a thorough understanding of the protocols, guidelines, circular etc on both service delivery and the quality
∎ Demonstrated capacity of building the capacity of the health care delivery program managers, staff, private players etc on health service delivery and quality.
∎ Practical experience on developing and implementing of TNA, Training calendar, Facilitator guide, evaluation process, and developing report.
∎ Experience in maternal, newborn, and child health; NCD, TB, Dengue, FP, nutrition programs; epidemiology; and program development.
∎ Demonstrated technical expertise in leading a diverse team in similar programs in the region.
∎ Professional experience interacting with Bangladesh governments and counterparts; USAID and other international donor organizations, civil society, and the private sector.
∎ Good interpersonal skills, team player, strong communication (writing, and English language oral presentation skills) networking skills, and supervisory and partnering skills.

Responsibilities & Context:
∎ Collaborate with Senior Technical Advisor and other relevant team members in reviewing existing technical standards, guidelines, protocols, etc., related to PHC and develop strategies, capacity-building tools, and a plan for improving the quality of PHC providers at the city level.
∎ Collaborate with Senior Technical Advisor and other relevant team members in developing and formulating Healthy City Packages (HCP) and executing its implementation plan by engaging the city team and respective CAM.
∎ Collaborate with MERL and Research partner (JPGSPH) to extract service delivery-related findings from the Health System assessment of City Corporation and assist STA in developing strategies and interventions to address the gaps.
∎ Build the capacity of Manager - Service Delivery & Quality on strategies and interventions to address the quality gaps of PHC centers at the city level.
∎ Provide technical assistance to the Manager-Service Delivery & Quality for developing CAMs’ capacity to include quality-related interventions in their annual plan.
∎ Work with the Urban Health Coordinator and Manager - Service Delivery & Quality to establish a system for ongoing learning and refresher training of PHC providers by engaging Local Health Authorities at the city level.
∎ TA to Manager/respective authorities for analysis of causes of epidemiological trends at CAMs get recent updates on service delivery and quality-related issues, and take necessary actions to disseminate and improve the quality of service delivery at the city level.
∎ Ensure that the UHA project work plan timelines are observed and that outputs are completed according to schedule and budget.
∎ Facilitate knowledge sharing and learning among project staff, partners, and stakeholders to promote continuous improvement. Also mentor and coach city level team members.
∎ Foster collaboration and coordination among LHAs and other stakeholders, including government agencies, NGOs, private sector, and other partners.
∎ Work with City Teams to institutionalize Quality Improvement (QI) approaches within CAMs.
∎ Proactively involved in identifying and mitigating risks related to health systems strengthening activities to ensure smooth implementation.
∎ Document capacity-building initiatives and impacts in coordination with RTMI Dhaka office-based technical team members.
∎ Represent UHA at meetings and events, presenting UHA’s work to external audiences in technical seminars and conferences.
∎ Perform any other duties as assigned, in line with the role and responsibilities.
∎ Introduction Text: Research, Training and Management International (RTMI) founded in 1994, stands as a beacon of empowerment in Bangladesh's NGO landscape. RTM International (RTMI) will work as potential consortium partner in Urban Health Activity funded by USAID. The purpose of the Urban Health Activity is to strengthen urban health systems, to improve equitable health outcomes among all urbanites. To achieve its goal, the activity will work with municipalities and city corporations and focus investments on establishing and strengthening urban health systems to provide quality, equitable public health (including health services), optimize available resources, and become more resilient. This Activity will focus on the following four objectives: 1) Improve the capacity of local health authorities to conduct evidence-based analysis of local health systems and epidemiology for decision-making; 2) Institutionalize evidence-based planning; 3) Strengthen urban health systems; and 4) Strengthen urban health system resilience and responsiveness to shocks and stressors.
∎ Duration:
∎ Initial contract of 8 months with the possibility of extension up to November 2029, subject to the availability of funds from the donor.
