Job Context:
∎ Light House is national level organization working in 46 districts to serves the socially and economically less privileged people in Bangladesh, who are deprived of quality health care facilities in teams of both general and reproductive health, nutrition and income generating opportunities, and equitable access to justice; and are vulnerable to climate change effects.
∎ Light House has been contracted by UNFPA to ensure integrated sexual reproductive health and rights (SRHR), GBV and psychosocial support services for the key population particularly the female sex workers and people living with HIV who are belonging from the host and refugee community at Cox`s Bazar district in development and humanitarian context. As the COVID 19 pandemic declared by WHO as a Public Health Emergency of International concern and the situation evolves globally, crucial information such as population at increased risk, case fatality ratio, complication rate, basic reproduction number and other transmission characteristics are increasingly coming to light. Appropriate corresponding measures were adopted by the Government of Bangladesh based on the most updated scientific knowledge, recommendations by WHO and the latest situation such as maintaining social distancing, wearing face masks and hand washing as well as ensured food support for the people also. It is understood that a humanitarian crisis has emerged all over the world including Bangladesh. In most cases, these are combined effects of a variety of intertwined factors that likely leads to the worst outcomes. Female sex workers, transgender, gender diverse populations and other vulnerable people are mostly daily wage earners and poor. They face a shortage of basic needs including foods, goods, and services due to the loss of their income sources. At the same time, it also makes an impact on the mental and psychosocial health, socio-economic conditions, poor sexual and reproductive health behavior and its outcomes, and in increased gender-based violence. Though it is observed that the curve of the pandemic started to flatten, the situation may last longer than we speculated at the beginning in March. All the subsequent impact of the COVID-19 pandemic is going to be more challenging now. We need to make early strategic planning and groundwork to address the situation so that the key populations can be supported appropriately to ensure both of their livelihoods and SRHR rights and services. To inform this strategic planning, Light House is looking a consultant to conduct a quick assessment of the key populations` current situation, opportunities and challenges, needs to be done immediately.
∎ Contract Duration: 1 month

Job Responsibilities:
∎ Review key populations related global and national level policy, strategies and literature and particularly of those addressing implications of Covid-19 on the lives of the key populations
∎ Develop appropriate methodology and tools in consultation with Light House (for FSWs, female PLHIV and others) and with BSWS (for gender diverse populations) and with UNFPA (for integrated SRHR programme for the vulnerable populations)
∎ Explore community-led SRHR, HIV and GBV programming to help reach Universal Health Coverage and to meet the SDG targets
∎ Explore the current situation of the key populations in terms of their income, current and alternative livelihood support for their families, gender-based violence, SRHR issues, education, housing, future coping mechanisms etc.
∎ Suggest future programme interventions and strategic plans to help design a community-led integrated SRHR, HIV and GBV intervention which is inclusive, equity-based and aligned with national policies and strategies.
∎ Store and share with Light House, BSWS and UNFPA some still photographs and video footages (if any) for the key populations during data collection with written consent (those who are interested to join) for documentation.

Additional Requirements:
∎ Relevant academic discipline: Master's in any discipline with higher degree onPopulation and Reproductive Health Research.
∎ More than 3 years of experience working with designing, implementing and evaluating programs related to population and reproductive health
∎ MPH in any discipline will add an extra value.
∎ Experience in Bangladesh Contexts
∎ Extensive experience with developments of tools and methodologies
∎ Excellent English writing and spoken skills and documented experience with publication of re-ports/guidelines
∎ Experience with protection services, gender-based violence and working with key population (adolescent, youths and adults) will be an added advantage
