Job Context:
∎ The Danish Refugee Council (DRC), one of the world`s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox`s Bazar, and a support/liaison office in Dhaka.
∎ POSITION PROFILE: The Shelter, Site Management and Development Coordinator is part of DRC Bangladesh`s programme quality and development team. The role provides technical guidance, quality monitoring and support to the managers operating in the areas of intervention to improve management and performance. S/He is responsible for strategy, quality and programme development in the areas of shelter, infrastructure, site management and site development. This role will be responsible for coordinating with all internal DRC sector teams, including protection, livelihoods and MEAL; also with external bodies including the Inter-Sectoral Coordination Groups (ISCG), sector technical working groups, donors and relevant UN agencies. The coordinator will also play a key role in supporting the emergency planning and preparedness activities and moving the DRC response towards a rights-and-demand-driven approach.

Job Responsibilities:
∎ Develop and manage strategies and technical guidelines for site management, shelter and infrastructure in consultation with relevant internal and external stakeholders as appropriate
∎ Oversee, monitor and assure compliance and quality in all aspects of camp and site infrastructure works undertaken by DRC Bangladesh, including voucher and cash-based approaches, adhering to donor, operational procedures and standards
∎ Play an active role in coordination mechanisms, representing DRC in camp, shelter and SMSD sector (cluster) coordination meetings, technical working groups and Strategic Advisory Groups
∎ In coordination with the MEAL and IM teams, develop strong data capture, monitoring, logframe, evaluation, learning and analysis processes to track performance and impact for all site-related activities, in line with donor expectations and best practice
∎ Carry out capacity building of teams as required to ensure high-quality service delivery and achievement of technical standards at all team levels
∎ In coordination with site, infrastructure and shelter implementation teams, plan and coordinate emergency responses to all DRC camps and host community project areas
∎ Develop, coordinate and review concept notes, project plans, budgets, funding proposals and reports in relation to site management, shelter and infrastructure
∎ In collaboration with the grants team, provide relevant and up-to-date information on donor mapping, funding opportunities and resource mobilisation
∎ Ensure the observance of the DRC Code of Conduct by all team members
∎ Consistently demonstrate flexibility, resilience and ability to maintain positive relationships and composure, even under difficult circumstances
∎ Maintain high ethical standards and treat people with respect and dignity
∎ Any other duties as agreed with the Head of Programmes and/or Senior Management Team.

Additional Requirements:
∎ 5+ years' experience in designing, delivering and managing engineering or construction projects
∎ Proven experience in integrated camp management including: community engagement, construction/infrastructure, DRR, cash-based approaches, WASH and waste management, emergency planning and response management plus knowledge of any related international standards and frameworks
∎ 3+ years' field experience in similar position in refugee or IDP settlements
∎ Demonstrated experience of programme and risk management, including strategic programming, planning, monitoring and evaluation and ability to improve programme quality through the provision of technical advice
∎ Proven capacity of coordinating with other humanitarian agencies and local authorities
∎ Excellent interpersonal, collaboration and communication skills and the ability to write clear, concise reports
∎ Prior evidence of high-quality training and coaching delivery, including to multinational teams, with excellent leadership skills to challenge, motivate and develop a team
∎ The ability to take the initiative and work independently as well as a team player
∎ Good organisational, problem-solving, contract management and negotiation skills. The ability to remain calm whilst deal with conflicting priorities/work under pressure is essential
