Job Context:
∎ Maintaining Access to WASH, Shelter, Energy and Self-Reliance services for the Rohingyas in Bangladesh Project.
∎ The key purpose of this position is to carry out the duties and responsibilities of ‘Shelter-Expert ‘to ensure effective implementation of Shelter interventions maintaining the highest possible level of standards and quality by ensuring necessary support to the project and utilizing resources for implementation.
∎ The duration of the contract will be until December 31, 2022.
Job Responsibilities:
∎ Coordinate the overall process of development for overall Shelter& Site Improvement strategy and operational plan in line with organizational strategy, capacity and the sector response to meet the needs, with appropriate and effective resources mobilization including good practices.
∎ Design Shelter and Site Improvement strategy based on the assessment/ analysis of the needs of refugee households and communities, in adherence to sector standards and national/international sector guidance.
∎ Effective Coordination with all relevant stakeholders and shelter actors (UN agencies, Inter Sector Coordination Group-ISCG, UNHCR Shelter Team, Government agencies, INGOs, local and international partners) for positioning NGO Forum for public Health as key leading agency for the shelter response.
∎ Provide technical guidance & assistance and appropriate technical consideration on effect management and implementation of project interventions to colleagues by providing training, orientation and on the job training in line with UNHCR, ISCG and Organization standard to address the specific needs of women, child, person with disability etc.
∎ Ensure detailed plan, design, management, supervision and implementation of Shelter and Site Improvement activities including bill of quantities (BoQ), material list with cost estimates for all shelter, site improvement and small-scale infrastructure related works.
∎ Visit and supervise the whole implementation process of shelter and site improvement intervention frequently and take necessary adjustment to ensure the quantitative and qualitative work including randomly visit and follow-up.
∎ Ensure the organizational and Donor compliance reports and requirement in collaboration and effective support of Program management like HR& Admin, Accounts and Operations, Procurement and logistic, Communication etc. departments /Units.
∎ Support in maintaining accountability in terms of quality and quantity including assurance of validation of the activity data generated from the field with close connection and collaboration of MEAL department.
∎ Ensure timely and effective coordination, and information sharing/reporting within NGOF -UNHCR Project Management Team.
∎ Assist project management to prepare project proposal for the Shelter activities.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Additional Requirements:
∎ Age 28 to 45 years
∎ Both males and females are allowed to apply
∎ Professional experience in different shelters and site development at humanitarian context.
∎ Budgeting, communication, researching, writing, monitoring and evaluating, auditing, project management, project implementation.
∎ Basic computer knowledge on MS office applications, Shelter Management
∎ Proficient knowledge of standard computer software (MS Word, PowerPoint, Excel and AutoCAD)
∎ Good communication and networking skills both in Bangla & English. Fluency in Local language will get preferences.
Salary: Tk. 110000 (Monthly)
