Job Context:
∎ Duration of the contract : 31st December 2021 (Possibility to extend)
∎ Reporting to : WASH Manager
∎ The WASH Officer will be based in Cox`s Bazar with frequent travel to field sites.
∎ Job Purpose:
∎ The WASH Officer will work with Bangladesh Red Crescent Society and IFRC staff to implement WASH activities (primarily "hardware") as part of an appropriate WASH response that meets the needs of the affected population in line with the Population Movement Emergency Plan of Action(EPoA) and adapting interventions as the situation evolves.
∎ The WASH Officer is expected to ensure that WASH activities are planned and carried out in accordance with IFRC WASH plan and budget for the response is coordinated with PNS (Partner National Societies) and other agencies supporting WASH activities and responds to local needs and context. The WASH Delegate will support continual assessment and monitoring and work closely with other technical areas to ensure coordinated approaches.
Job Responsibilities:
∎ Work closely with the PMO team and BDRCS to continually assess WASH needs related to the population movement and continue to plan and adapt appropriate responses
∎ With PMO team and BDRCS manage the implementation of technically sound water supply measures which may include drilling and disinfection of boreholes, rehabilitation and maintenance of boreholes, wells and handpumps and/or large-scale household water treatment, WASH block Latrine construction, Household latrine and Solid waste management constructions
∎ With PMO team and BDRCS manage the implementation of technically sound sanitation measures to address priority public health risks building on the work of the sanitation surge teams
∎ Support and train IFRC and BDRCS staff in aspects of technical water supply and sanitation as required
∎ Design and support inclusive WASH solutions that ensure access of all regardless of their age, gender and disability
∎ Must have sound knowledge on Water Supply Network Design, Any structural Design and BoQ.
∎ Should have knowledge on hardware materials related to WASH Facilities.
∎ Assist BDRCS in HR management for implementation of WASH activities including the recruitment and training of volunteers
∎ Ensure WASH activities are integrated with other sectoral interventions to best meet needs of the targeted population and ensure protection, gender and inclusion elements as well as community engagement and accountability measures are included in WASH planning and implementation
∎ Contribute to the monitoring of the effectiveness of WASH activities and provide regular, timely and accurate information for narrative reporting purposes
∎ Participate in the analysis and drafting of the activity and evaluation report to the WASH Manager
∎ Organize and frequently visit field activities (planning and logistics)
∎ Ensure submission of all project reports and participate in preparing donor reports (monthly, quarterly, interim, and final donor reports), documents for relevant activities
∎ Support BDRCS to have the proper documentation in the field/base level
∎ Provide technical support to the Logistic/procurement department for preparation of tender documents, specification, and tender evaluation
∎ Contribute to sound financial management according to IFRC procedures in the implementation of WASH activities as part of the population movement response
∎ Coordinate plans and activities with other members of the Red Cross/Red Crescent Movement and with other agencies as necessary
∎ Prepare reports, presentations, and case studies of WASH activities as and when needed
∎ Facilitate and organise different WASH trainings, workshops, meetings in collaboration with BDRCS
∎ Contribute to the revision of workplans and budgets as per the evolving situation
∎ Represent IFRC/BDRCS as required for WASH coordination in cluster meetings and/or other networks
Additional Requirements:
∎ Required:
∎ At least 4-6 years working experience in urban and rural water supply, sanitation facilities and hygiene (WASH) in the context of humanitarian or development sector.
∎ Demonstrated technical professional credibility in the WASH sector and experience working in an international or cross-cultural environment.
∎ Demonstrated experience implementing WASH hardware activities.
∎ Preferred:
∎ Experience working in a RC/RC National Society and/or Federation/ICRC.
∎ Knowledge and Skills:
∎ Required:
∎ Knowledge of WASH and public health and experience in practically applying this knowledge in humanitarian context
∎ Programme and project management including government, partners and community engagement
∎ Skill on designing Water system and latrines and Good command in design software, EPANET, Auto CAD, ETABS etc. Auto CAD is required.
∎ Results oriented and demand driven individual, entrepreneurial, ability to lead in unprecedented and/or ambiguous situations.
∎ Outstanding networking, representational, communication and negotiation skills. An ability to be proactive and persuasive.

∎ Languages: Fluency in English and Bangla.
