Educational Requirements:
∎ Bachelor in Engineering (BEngg) in Civil Engineering, Bachelor in Engineering (BEngg) in Water Resources Engineering
∎ Master’s degree in Civil/Water/Sanitation /Environmental Engineering or Science

∎ 10 to 15 year(s)
Job Responsibilities:
∎ ) Work with group under Project Management;
∎ ii) Consideration of activities in selection of solid waste management sub-project following environmental sub-project selection criteria of UGIIP-3, develop improved mechanism and introduce the same to collect, segregate and disposal of solid waste for clean environment and public health and assist in identification of location, design, construction and management of transfer station;
∎ iii) Conduct survey to identify existing equipment and machineries of target PSs for handling solid waste, determine need for such equipment, prepare procurement plan and assist PMU for timely procurement and distribution among PSs;
∎ iv) Help design sanitary landfill and solid waste disposal schemes with full environmental issues taking into consideration and analyze and assess impact for all such schemes; and assist PIU in construction of sanitary landfill storage, improvement of existing dumping ground/sanitary landfill sites; v) Develop mechanism for safe disposal of hospital wastes, help in designing, installation and operation of solid waste recycle plants and prepare guidelines to organize community and to support the community based organizations for house to house collection of solid wastes;
∎ vi) Assess the appropriateness of involving the private sector in collection, transportation, recycling, and/or disposal of municipal solid waste and assist implementation in accordance with the assessment results, identify potential PS for solid waste privatization contract and help implementation on a pilot basis;
∎ vii) Prepare guidelines and plan of action for PS staff or effective collection and disposal of solid waste from public places, assist PSs to plan and execute regular garbage removal and guide them to ensure cleanliness of towns, and maintain close liaison with the DoE to follow their latest policies; and
∎ viii) Prepare feasibility studies of waste management subprojects prioritized by priority PSs in collaboration with other relevant specialists;
∎ ix) Discuss the technical viability of various proposed options for each subproject, and demonstrate that they are most cost efficient;
∎ x) Review O&M options and prepare an O&M strategy including technical procedures to ensure efficiency and sustainability of the selected subprojects, and develop subproject selection criteria for the sector;
∎ xi) Work out a strategy for institutional arrangement for sustainable community-based solid waste management in slum areas, and take a profound look into the solid waste management aspects of UGIIP-I & II and synthesize viewpoints around the adequacy and appropriateness of the measures taken under these projects;
∎ xii) Assess and recommend opportunities for developing Clean Development Mechanism (CDM) projects.
∎ xiii) He will contribute significantly in survey, selection of sub-projects, preparation of design, drawing & engineers estimate, BoQ, environmental and social safeguards reports, preparation of SPARs and tender documents etc.;
∎ xiv) Perform in a strictly time bound manner in total adherence to the qualitative and quantitative requirements of the project vis a vis consulting assignment and ought to remain cautious so as to ensure that there is no unjustified time or cost over-run.
∎ Perform any other relevant duties as may be required by the management.
Additional Requirements:
∎ Minimum 10 years practical experience in planning, design, construction and operation and implementation, supervision of works concerned to waste management issues in urban areas. Experience of Sanitary Landfill, Faecal Sludge Treatment Plant, Incinerator, O & M of waste management are required.
Salary:
∎ Practical Action will pay a consolidated amount for the whole contract, including VAT, Tax to Individual Consultant(s) and associated field travel including food, accommodation, per diem and consultation meetings and workshops. The consulting Firm(s)/ Individual Consultant(s) will be paid 5% of the agreed amount upon signing contract and remaining 90% over 18 instalments through period upon completion of deliverables and rest 5% upon completion of the assignment / or as stated by the donor.
