∎ The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
∎ IFRC Bangladesh Country Delegation Office is one of the IFRC Country Offices in the Asia Pacific Region. It provides vital technical, financial and logistical support to Bangladesh Red Crescent Society (BDRCS) in the areas of health, disaster response, population movement crisis, disaster risk management including climate change, food security and livelihoods, social outreach, organizational development, and COVID-19 pandemic operations. IFRC supports to strengthen BDRCS` capacity and assist them to participate in regional and global cooperation during emergency and non-emergency times. This position is located within the Logistics and Procurement Unit of the IFRC Bangladesh Country Delegation Office.
∎ Job Purpose: Reporting to the DRC Programme Delegate, the Senior Project officer Health will provide programmatic and technical support in the development and implementation of sustainable and impactful high quality health projects focused on the prevention, care, and management of Non-Communicable Diseases (NCDs). The Candidate will assist the DRC Country office in achieving the programme objectives working closely with the Country Office National Staff and Delegates. He /She will support the BDRCS health team to develop, plan, manage and effectively implement projects focused on prevention, care, and management of Non-Communicable Diseases in target communities. The incumbent will mainly provide technical support to Bangladesh Red Crescent Society health department including planning, assessment, implementation, monitoring, and evaluation of NCD projects. In addition, he/she will support the development of new proposals for mobilising additional resources, strategic anchoring, coordination, collaboration and strengthening partnerships with relevant government and non-government health agencies at national and district level.

Job Responsibilities:
∎ Support the DRC Country office in the strategic and technical development, implementation, monitoring, evaluation, and quality assurance of NCD projects and activities.
∎ Provide technical guidance to BDRCS department in assessments, planning, implementation, monitoring and documentation of NCD projects and activities at NHQ and field level.
∎ Support BDRCS health teams in developing/ adapting context relevant guidelines, manuals, tools, messages, and data management systems on NCDs prevention, care and management in both emergency and development contexts.
∎ In coordination with BDRCS health department, plan and facilitate trainings, orientations, coaching, on job training, mentoring and supportive supervision related to NCDs for staff and volunteers at national and community level.
∎ Support BDRCS health teams in preparation and submission of quality workplans, budgets and progress reports on NCD projects and activities based on the agreed schedules.
∎ Specifically support the development of a comprehensive and context relevant NCD Framework for BDRCS.
∎ In consultation with BDRCS and line manager, develop concept notes and fundable project proposals for submission to potential donors.
∎ Support BDRCS health department to develop and sustain strategic partnerships with government Ministry of Health and Family welfare, related health departments, UN agencies, NGOs, institutions of higher learning and the private sector.
∎ Together with BDRCS counterparts, participate in relevant health cluster meetings at national and district and share updates with BDRCS and DRC colleagues.
∎ Represent DRC in relevant health meetings, seminars, and conferences locally and internationally.
∎ Support BDRCS in aligning NCD interventions to key national and international standards, guidelines, policies and benchmarks on health including the DRC NCD HD Strategy, Bangladesh NCD Advocacy Strategy, National Action Plan for Health Security (NAPHS), IFRC strategy 2030 and the UN Sustainable Development Goals ( SDG No 3).

Additional Requirements:
∎ Minimum of 5 years professional experience in working with community-based health programmes in a humanitarian/ NGO sector.
∎ Demonstrated capacity and experience in prevention, care and management of non-communicable diseases in emergency and development contexts.
∎ Experience in working in emergency health preparedness and response.
∎ Knowledge on project planning & budgeting, supervision and management to include monitoring and evaluation.
∎ Project proposal and concept note development and preparation of quality and timely narrative and financial reports.
∎ Red Cross/Red Crescent experience.
∎ Experience working with humanitarian/non-government organizations, UN agencies and the Private sector in health care interventions.
∎ Experience working with multi-stakeholders including government line ministries, departments, districts, and City Corporations.
∎ Self-supporting in computers (Windows, spreadsheets, data processing, word processing, email and internet)
∎ Skilled in training, coaching, mentoring and supportive supervision to individuals, groups and peers as appropriate.
∎ Highly motivated, self-starter able to lead a process, engage others and create ownership.
∎ Flexible and willing to deal with ambiguity, changes, innovations, and new challenges.
∎ Able to prioritize work, multi-task and meet deadlines with minimal supervision.
∎ Willing to travel and operate in a demanding and fragile working environment.
∎ Required fluent spoken and written English.
∎ Good command of Bangla and other local languages
