Job Context:
∎ Handicap International- Humanity & Inclusion is looking for a Senior Project Manager for "Inclusive specialized services for vulnerable persons including persons with disabilities in Cox`s Bazar Rohingya camps and host communities" project. Under the direct responsibility of the Field Coordinator, based in Ukhia, the position is in charge of overall coordination and management of the mobile units and rehabilitation Programming in Cox`s Bazar. The Senior Project Manager oversees the Rehabilitation services implemented in five Hospitals alongside the Mobile Units in Ukhiya and Teknaf. The position holder to line manage 3 Project Managers and having an indirect oversight of 8 static point teams (Approx: 80 staff) and 15 staff for the Rehabilitation in the hospital project. A senior managerial position, adequate skills of managing mobile teams and through knowledge of rehabilitation services, MHPSS, Protection, and community engagement especially working with volunteer teams.

Job Responsibilities:
∎ MAIN RESPONSABILITIES
∎ Responsibility 1: External coordination/Representation
∎ Communicate with authorities, partners, and other stakeholders on the project activities, in close link with the Field Coordinator, the Area Manager as well as technical coordinator and advisors in their fields of expertise
∎ Under delegation of the Field Coordinator, and in close link with technical advisors, represents the organization towards relevant authorities and coordination mechanisms
∎ In coordination of Field Coordinator, ensure only relevant documents and reports are submitted to government offices in the operational areas
∎ Ensure team participation at site level organized coordination forums including meetings

∎ Responsibility 2: In charge of Handicap International Mobile Unit Program Planning and Implementation
∎ Ensure the preparation of the detailed activities implementation plan and MEAL plan for the MU and Rehab programme using the PM-Box tool and keep it regularly updated.
∎ Ensure the proper kick-off, implementation, and monitoring of the Mobile Unit project under his/her responsibility and ensure a systematic transition from the MU set up to the fixed point set up
∎ Ensure projects are timely implemented following internal quality standards and, if necessary, propose adjustments or improvements to meet determined objectives in collaboration with the Field Coordinator, Area Manager, MEAL, Technical Unit Coordinator, and Technical Advisors.
∎ Support the National Project Managers in overseeing the day-to-day MU and rehab in hospital projects implementation
∎ Ensure the coordination and follow-up of the local partners (SHED and CDD), community participants (volunteers/para counselors), and Hospital in-charges.
∎ Coordinate the deployment of mobile units with other key humanitarian stakeholders and partners at camp levels
∎ Promote the comprehensive approach, referral & case management
∎ Monitor programme budgets to ensure that relevant activities are being implemented in accordance with agreed budgets and donor regulations. Build the capacities of the National Project Managers in budget monitoring by coordinating the monthly review and analysis of the project Budgets Follow-Up (BFUs).
∎ Ensure the compliance of the projects' activities vis-à-vis to the Handicap International M&E Policy and donors' requirements.

∎ Responsibility 3: Internal coordination: Administrative, Human resources & logistics
∎ Team management: Supervise 2 to 3 National Project Managers (1 Health/Rehab project manager, 1 or 2 MU PM depending on the number of MU funded in 2020) provide the technical support and on-going on-the-job training and coaching.
∎ Ensure that The Mobile Unit and Rehab In Hospital teams members have accurate Job Description and that work within the team(s) is planned and organized in a way which will meet the organization's needs in the most cost-effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
∎ Lead in the recruitment of project team positions the case may be (gaps or new MU).
∎ Ensure proper communication/coordination/information among team members; and with support departments
∎ Develop a capacity building plan of the staffs, in close collaboration with the FC, AM, the MEAL Manager, and the TA
∎ Support the National Project managers in developing Supply plans in accordance with their project budgets and activity plan. Ensure the timely submission of the Purchase and Services Request (PSR) to the Logistic Department to ensure the procurement of necessary programme inputs.
∎ Contribute to enhancing the respect of the security rules and transmit all security and safety-related information to the Field Coordinator
∎ Build and maintain a functional and high performing mobile teams

∎ Responsibility 4: Strategic development
∎ Contribute to humanitarian surveillance and identify priority area of interventions, in close links with the Technical Unit
∎ Contribute to the development of new interventions based on identified needs and readjustment of the project accordingly
∎ Support the continuous development and review of key tools to support the mobile response, in close collaboration with the EC, MEAL Manager, and TA.
∎ Contribute to the planning, design, and project reviews of mobile unit and rehabilitation programme
∎ Responsibility 5: Reporting
∎ In close collaboration with the MEAL Manager, contribute to the implementation of data collection tools and project data analysis ensuring the regular monitoring of the Programme Performance.
∎ Contribute to the quantitative and qualitative reporting through the tools (assessment form, follow up form, discharger and monitoring form) and MEAL system in place
∎ Contribute to the qualitative follow up of the beneficiaries and document the follow up according to the monitoring plan.
∎ Provide timely and qualitative programme inputs for internal and external reports (Including donor reports) as per reporting Schedule

Additional Requirements:
∎ Age 21 to 63 years
∎ Essential:
∎ At least five (5) years of experience in Project Management
∎ Minimum of five (5) years of relevant professional experience in a managerial NGO position
∎ Knowledge of humanitarian principles, protection mainstreaming principles, including do no harm, and Prevention of sexual abuse and exploitation policies, and experiences in translating those principles into practice
∎ Report Writing skills
∎ Experience working with local partners
∎ Experience in project cycle management and tools
∎ Good knowledge of humanitarian aid project management cycle and tools
∎ Good negotiation, planning, and organizational skills
∎ Proven representation experience
∎ Strong communication and networking skills
∎ Building and maintaining high functioning, high performing team
∎ Financial management, ability to prepare and monitor budgets and produce reports
∎ English mandatory (oral and written)

Salary:
∎ Tk. 116499 - 129697 (Monthly)
∎ Hardship Allowance will be added in addition to working in Cox`s Bazar District.
