Currently, the country office of Muslim Aid Bangladesh is in Dhaka. There are some temporary site offices in different parts of the country opened on the basis of needs. There are partner NGOs as well. It covers most of the districts of Bangladesh with its projects and programmes. In 2016 it covered 168 Upazilas in 54 districts of the country.
∎ Muslim Aid is registered in Bangladesh under the Foreign Registration Ordinance with the NGO Affairs Bureau. Programmes and institutes are registered/affiliated with Social Welfare Department, BTEB, Joint Stock Company under Society Act, MRA and Directorate of Health Services. Muslim Aid ensuring sectoral services to fulfil the pledge of Bangladesh Government in Vision 2021 and SDG.
∎ Purpose of the Position:
∎ Under the supervision and guidance of the Country Director, the Senior Officer- MEAL and Communication will be is based at the Dhaka office with frequent visits (50% time spent in the field) to different project locations as and when required for the purpose of:
∎ Data consolidation, quality management and achievement of the intended outputs in a cost effective and timely manner.
∎ That leaning is captured shared and utilized towards program improvement.
∎ A sound MEAL system should be in place that is in line with organizational goals and donor requirements.

Job Responsibilities:
∎ DEPARTMENTAL PLANNING AND DEVELOPMENT
∎ Prepare and implement fit for purpose annual, quarterly and monthly plans and budgets for the department in line with organisational work plan and indicators
∎ Support the Programme teams of Dhaka Office, Muslim Aid Institute of Technology (MAIT) and Muslim Aid Community Hospital (MACH) in developing and preparing monitoring plans and ensure that activities are in line with achieving expected outputs
∎ Work to formulate communication related strategies, plans and monitor their implementation.
∎ PROGRAMME/PROJECT MONITORING, EVALUATION AND ACCOUNTABILITY
∎ Work closely with the Head of Programme in planning and conducting robust monitoring and evaluation of all activities as part of programme/project implementation including monitoring the sustainability of results, for livelihood, Education, Health and Nutrition, Disaster management, Humanitarian and Children sponsorship.
∎ Review and strengthen the existing MEAL system and develop a fit for purpose MEAL strategy for MABFO.
∎ Develop monitoring and impact indicator for the project success.
∎ Document project activities in different phases and ensure that they are properly filed for future use.
∎ Provide feedback to the Program team on program/project strategies and activities, including recommendations for improving the efficiency and effectiveness of the program/project by identifying bottlenecks in completing activities and developing plans to minimize or eliminate such bottlenecks.
∎ Ensure all program and projects adhere to relevant legal regulations, and organizational policies.
∎ Maintain universal standards for programme monitoring, inspection and evaluation by developing, implementing and strengthening necessary tools, techniques and procedures.
∎ Monitor project progress, ensuring that implementation is in harmony with the project/program specific operational plans, and report regularly on all activities.
∎ Guide and coordinate all MEAL activities and accordingly assign roles for staff, project participants and partners to encourage their effective participation and contribution.
∎ Ensure community members/beneficiaries are actively participating in all project activities and there is accurate dissemination of lessons learnt.
∎ Manage evaluation processes, including liaising with external stakeholders and service providers, creating terms of reference and evaluation guidelines, and ensure that baseline studies are conducted for all projects and that information is stored for future use.
∎ Assist the Head of Programs conducting and documenting impact evaluation of relevant MABFO programmes and projects and its dissemination to relevant stakeholders.
∎ Work with the Program teams to develop an electronic and paper-based monitoring system and assist other staff members to use the system correctly.
∎ DATA COLLECTION, ANALYSIS AND REPORTING
∎ In collaboration with project officers manage and administer all programs related baseline survey starting from data collection, compiling of data and analysis.
∎ Assist the Program team in preparing high quality, accurate and timely monthly, quarterly and annual reports and case studies of projects and programs.
∎ Proactively track progress against agreed targets and log-frames.
∎ Assist the Program team in arrange impact assessment initiatives and effective reporting and communications of project/programme impacts with stakeholders within and outside Muslim Aid.
∎ Develop and maintain a reliable, up-to-date information database for all program work.
∎ Assist administration and program teams to create and manage central filing system for all program information.
∎ Develop and implement data collection techniques and tools, including working with external service providers to develop other relevant management information systems.
∎ Assist the Program team in developing new concept note and project proposals.
∎ Ensure that all visibility items developed by MABFO, MAIT, MACH are of high quality and maintain MA- HQ standards.
∎ LEARNING AND DEVELOPMENT
∎ Organize, coordinate and deliver training for program staff on monitoring and evaluation, particularly conducting surveys, data collection and data analysis.
∎ Organize, coordinate and deliver training for project staff on communication and documentation Including photography, preparation of field reports, etc.
∎ Design and implement a system to identify, document, analyse and disseminate lessons learned from program and project activities, ensuring that lessons are incorporated into the development of all new program/projects.
∎ NETWORKING, REPRESENTATION AND COLLABORATION
∎ Proactively build and maintain effective working relationships with the CD, MA HQ and country offices teams in order to successfully fulfil the responsibilities of the role.
∎ Proactively network and collaborate with other NGOs, Government officials, donors, UN agencies, private sector, non-government and civil society organizations in order to stay updated with sector trends and build credibility of MABFO through visibility of its work.
∎ Advice and support to respective project staff for printing and other communications activities in line with MA- HQ Branding guidelines.

Additional Requirements:
∎ Prior Work Experience :
∎ Minimum 3 years in similar role in monitoring and evaluation of livelihood, Education, Health and Nutrition, Disaster management, Humanitarian and Children sponsorship in Bangladesh Field Office and/or in the region.
∎ Experience in working with Government agencies or NGOs.
∎ Experience of successfully implementing departmental work plans and budgets.
∎ KNOWLEDGE :
∎ Knowledge of good practice in monitoring and evaluation.
∎ Knowledge of resource management.
∎ IT literate with demonstrable knowledge of Microsoft Outlook, Word, Excel and PowerPoint.
∎ Knowledge of skills training, Livelihoods, agriculture, Water-sanitation, DRR, and child protection/sponsorship programmes.
∎ Excellent knowledge of methodology of M&E, theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods
∎ Good understanding of capacity assessment methodologies
∎ Contemporary understanding of issues and challenges facing international development and humanitarian organisations.
∎ Professional technical knowledge/expertise in Data Collection;
∎ Professional technical knowledge/expertise in Evaluation Process Management, Follow-up on Recommendations and Dissemination of M&E results.
∎ SKILLS AND ABILITIES :
∎ Fluent in written and spoken English and Bangla.
∎ Excellent interpersonal and communication skills.
∎ Excellent analytical, problem solving skills, with the willingness to deal with problems as they arise.
∎ Demonstrable ability to interact professionally with culturally and linguistically diverse groups of people.
∎ Ability to work with minimal supervision and manage complexities
∎ Ability to produce results in a high pressure environment within tight deadlines and budgets
∎ Ability to lead implementation of new systems and affect staff behavioural/ attitudinal change.
