∎ Job Purpose: Under the supervision of the Senior Community Resilience Manager, The Senior Officer-Livelihood is responsible to support all the activities in population movement operation related to Livelihood. This includes the provision of quality assurance of operations and supporting National Society capacity development.
Job Responsibilities:
∎ Support Bangladesh Red Crescent Society (BDRCS) to integrate Livelihoods into the plans and programmes; using and adapting the IFRC Policy, Frameworks, standards and tools
∎ Facilitate capacity building for the BDRCS in livelihoods, with awareness sessions, face to face trainings, simulations and learning by doing exercises
∎ Ensure quality and accountability in response and recovery practice;
∎ Promote and support innovation and knowledge management in approaches to response and recovery programming;
∎ Provide technical support to response and recovery across livelihood within National Societies and the country office
∎ Support BDRCS to conduct cash feasibility and market assessment studies
∎ Support effective coordination, collaboration and networking within and beyond the IFRC with regard to all issues related to Livelihoods
∎ Contribute to IFRC global working approach to ensure inter-agency coordination in food security cluster, livelihood cluster and nutrition cluster in Cox's Bazar will be continued in more collaborative and coordinated manner.
∎ Ensure and support to the national societies for market based intervention.
Additional Requirements:
∎ At least 5 years' experience of successfully implementing and coordinating humanitarian emergency response operations that include market-based livelihood intervention in at least one context and preferably within the RC/RC Movement.
∎ Demonstrated experience in Livelihoods programming in emergency, recovery and development contacts.
∎ At least 5 years' experience in disaster management or response in humanitarian operations.
∎ Previous experience of working with the Red Cross Red Crescent Movement.
∎ Experience in strategy development, developing tools and guidance, providing technical assistance and in establishing and maintaining networks.
∎ Knowledge and Skills:
∎ Ability to work within operational policies & procedures and maintain confidentiality.
∎ Excellent communication and inter-personal skills with the ability to represent the International Federation and to negotiate and influence people's opinions.
∎ Technical training in design, implementation and monitoring cash transfer programming.
∎ Proven training and facilitation skills.
∎ Leadership skills and experience.
∎ Knowledge of technical aspects of disaster preparedness, relief and recovery and of key donor and partner organisations.
∎ Strong organizational skills.
∎ Demonstrate flexibility and open mindedness with innovative and creative thinking.
∎ Well-developed verbal and written communication skills.
∎ Strong commitment to upholding the Fundamental principles of the Red Cross and Red Crescent Movement.
∎ Ability to manage/respond well to change and work well under stress and/or time pressure.
∎ Computer knowledge as a user - self-supporting in MS Word, Excel and PowerPoint.
∎ Ability to travel extensively and spent significant periods of time in the event of a major emergency or assigned areas
∎ Languages: Fluency in English and Bangla.
