Currently, the country office of Muslim Aid Bangladesh is in Dhaka. There are some temporary site offices in different parts of the country opened on the basis of needs. There are partner NGOs as well. It covers most of the districts of Bangladesh with its projects and programmes. In 2016 it covered 168 Upazilas in 54 districts of the country.
∎ Muslim Aid is registered in Bangladesh under the Foreign Registration Ordinance with the NGO Affairs Bureau. Programmes and institutes are registered/affiliated with Social Welfare Department, BTEB, Joint Stock Company under Society Act, MRA and Directorate of Health Services. Muslim Aid ensuring sectoral services to fulfil the pledge of Bangladesh Government in Vision 2021 and SDG.
∎ Purpose of the Position:
∎ Under the supervision and guidance of the Head of the Programmes, the Senior Officer- Humanitarian will be is based at the Dhaka office with frequent visits (50% time spent in the field) to different project locations as and when required for the purpose of:
∎ Management of current Donor funded projects and provide technical support including fund management, partnership, coordination and networking, finance and administration.
∎ Maintain liaison with donors and explore new projects to ensure maximum achievement of Muslim Aid objectives within the framework of organizational principles and policies.
Job Responsibilities:
∎ Develop an agreed programme strategy and operational plan.
∎ Establish networking and professional linkages with donors and strengthen liaison with others national and international funding/research institutes.
∎ Designing and preparing proposals for programme interventions and seek or identify the sources of fund for new programmes through active cooperation of resource mobilization team;
∎ Prepare individual work plan to perform assigned responsibilities for implementing the project as per plan.
∎ Advocate/facilitate networking and alliances;
∎ To develop the programme based on the existing country strategy;
∎ To comply with all policies, procedures, legal and regulatory requirements;
∎ Maintain professionalism in management, material development and systematic message dissemination to all level.
∎ Meet fortnightly/ monthly with field staff to review and follow up the project activities.
∎ Collect and compile all the technical monitoring information from the field.
∎ Manage all aspects of the programme, including technical support, supervision, and the development of effective monitoring, evaluation and reporting systems.
∎ Ensure regular reports on programme activities and the general situation for Muslim Aid and donors and prepare monthly/quarterly progress/completion reports as agreed.
∎ Ensure congenial working environment (gender sensitivity, child protection etc.);
∎ Lead the team members in day to day operational strategies/plans;
∎ Identify training development needs of staff and prepare staff development plan;
∎ Capacity development of staff members under Donor funded projects and provide technical assistance/support to the staff to implement the project successfully.
∎ Conduct and facilitate different training/workshop, staff meeting and PNGOs coordination meeting at field level with the beneficiaries, staff and donor agencies.
∎ Develop Institutional Capacity considering sustainability.
∎ Represent Muslim Aid in various forum, seminar, workshops;
∎ Ensure standard operational procedures;
∎ To ensure that Muslim Aid's mission and vision is pursued through the country programme;
∎ To promote gender equality, diversity and equal opportunity in leading the field office activities;
Additional Requirements:
∎ Minimum 5-8 years of professional experience with a minimum 3 years in mid-level management level.
∎ Have experience on Disaster management and Humanitarian response with the government agencies, NGO, INGO, Donor Agency.
∎ Knowledge :
∎ Technical Knowledge on resilience and community empowerment approaches is essential
∎ Sound knowledge on Bangladesh humanitarian architecture
∎ Good practices i.e. CRM, JNA, CHS, Sphere
∎ Good understanding of the main issues and developments of Core Humanitarian Sector
∎ Excellent knowledge on program planning, coordinating, representing, partnership management, staff management, and report writing.
∎ Skills and Abilities :
∎ Good Communication skills both in English and Bangla.
∎ Strong management, problem-solving and negotiation skills.
∎ Project Management and partner dealing skills
∎ Proactive, Self-starter and leadership skill
∎ Strong computer skills in Microsoft Office, e-mail and internet.

∎ As per MABFO pay structure.
