Job Responsibilities:
∎ HR and Other Daily Office Management :
∎ Development and implementation of an effective organizational development and human
∎ resource development strategy which meets the needs of the Organization.
∎ Internal advocacy for annual budget provision for staff capacity development.
∎ Ensures all policies, duty of care, safeguarding and organizational grievances policies are practiced across MABCO, MAITs, MACHs and all projects.
∎ Ensures development and review of comprehensive and effective personnel policies and
∎ procedures, that reinforces its objectives and the emerging culture.
∎ Ensure legal obligations in relation to the audit and implementation of best health and safety practice via health insurance.
∎ Timely ensures all job related advertisement, shortlisting as per basic criteria and coordinate recruitment process.
∎ Administrative Management :
∎ (Legal approval to implement any foreign funded project, N Visa, Liaison with regulatory authority and others government agencies (NSI, SB, DGFI etc).
∎ Prepare and develop of FD6, FD9, FD2, FD7, FD3, FC1 as per need of the organization and submit to NGOAB in time for getting legal approval for any foreign funded projects.
∎ Ensure legal approval for foreign expatriate, volunteer and guests with visa and work permit.
∎ Registration renewal of the organization and updated all the necessary information on regular basis.
∎ Liaison with different ministry, government office and department for getting clearance about submitted projects/ programmes.
∎ Responsible for administration function within the country office including logistics, IT and supervision of Office Support Staff and Driver ensuring they are well oriented in their roles.
∎ Support the Country Director as the Security Focal Point for Bangladesh ensure the country security management procedures in place that meets its duty of care to staff, partners and beneficiaries.
∎ Undertake departmental filing and maintenance of departmental records using computerised systems and the departmental archive/ filing system as appropriate.
∎ Fixed Asset and Inventory Management :
∎ Responsible for the management of office inventory for both liquid and fixed assets with adherence to donor's requirements.
∎ Take periodic physical inventories of stores and fixed Asset and to ensure register on disposal and damage items.
∎ Prepare annual/ quarterly inventory report and adjust with financial balance
∎ Purchase and procurement:
∎ Prepare and maintain of the annual procurement plan as per requirement of the existing projects & programmes.
∎ To meet the highest ethical and professional standards in its interactions with suppliers and in compliance with all legal and ethical requirements.
∎ Procuring goods, services and works according to procurement policy, the procurement
∎ manual, donor policies, applicable laws and Value for Money principles.
∎ Maintain and arrangement spot quotations, sealed quotations, open tender procedure and work order issue for procuring any goods, services and works.
∎ Due diligence and compliances ensured for all purchase and procurement, maintain process and procedures for selecting supplier and update supplier list on regular basis.
∎ Logistic, IT and Transport Management:
∎ Maintain inventory procedures of Country Office and its project offices
∎ Prepare annual/ quarterly inventory report and adjust with financial balance on regular basis.
∎ Ensure hotel accommodation and comfortable travel for national and international staffs during field visit.
∎ Ensure standard vehicle management and provide transport facilities for local travel and field visit for national and international staff/guest/ donor.
∎ Ensure safety and security of the office vehicle with updated registration papers and insurance on regular basis.
∎ Be part of a multi-functional team that can assume tasks or responsibilities that are not necessary defined in this job description. This requires adaptability and high collaborative team spirit.
Additional Requirements:
∎ Essential :
∎ Minimum 7 years of relevant work experience preferably with international NGO in HR and Administrative management position;
∎ Minimum MBA/ Post Graduation on relevant subject from any reputed university would be preferred;
∎ Clear understanding in the legal regulations and administrative procedures in obtaining
∎ government approvals for any development and humanitarian work (FD-6/7) in Bangladesh.
∎ Proven experience in Human Resource, administration, procurement, and related job is essential;
∎ Essential experience in managing administration/office management
∎ Budget management experience and high levels of financial literacy;
∎ Hands on experience in working with different donors assess related policies
∎ Essential experience of working with NGOs or international agencies or multinational
∎ business, preferably as Senior HR and Admin Officer or similar;
∎ Sound analytical and influencing skills;
∎ Ability to work independently as well as in a team;
∎ Excellent interpersonal and teamwork skills, working with different groups and nationalities;
∎ Strong initiative and self-motivated, with a strong commitment to humanitarian principles;
∎ Excellent information technology skills;
∎ Ability to multi-task and cope with competing demands under tight deadlines, identify
∎ priority activities and assignments, adjust priorities as required;
∎ Fluent written and spoken English language.
