∎ The Monitoring and Documentation Officer is the mid-level position under COASTS project of Cordaid. The position will provide pro-active support for developing Monitoring and Reporting support for the project including detailed PMEL Plan. Leads regular monitoring data collection, verification, data entry, cleaning, analysis, reporting and sharing regular monitoring findings and assessment results with project management for timely modifying strategic decisions. S/he is responsible for sharing learning and best M&E practices with the management staff at organizational level, Project Manager, Project staff, consortium partner staff, Government line departments and PMEL team members. Additionally, s/he will be responsible to support and coordinate with the CORDAID PMEL Coordinator to update COASTS project`s progress in Cordaid`s Monitoring system and assist to upload COASTS deliverables in organizational system and online folders. Besides s/he will provide need-based support to project development team on result framework or log frame or ToC development.

Job Responsibilities:
∎ Result areas, descriptions, and expertise:
∎ Result area 1: Planning and monitoring:
∎ Assess skill gap of project field staff to find out the area of development regarding M&E issues and planning for the capacity building of the field staff to monitor the progress against project targets.
∎ Monitors the implementation to post completion on projects in designated Cordaid online systems.
∎ Track activity progress against detailed implementation plan (DIP) and guide the team for quality implementation of the activities in time.
∎ Conduct training for data collectors and field staff on ICT-based monitoring data collection.
∎ Facilitate session for project staff on eporting, learning documentation, Google or Microsoft working environment, Photography and Case story writing which will contribute to better data collection process and quality.
∎ Develop ICT or paper based key questionnaires, methods, checklists, in a nutshell, research or data collection tools for gathering required data from respondents.
∎ Set data collection tools or questionnaire in the smart phone based softwires like Akvo Flow, CommCare, Kobo Toolbox, ODK etc.
∎ Manage digital data management softwires to clean, analyse and generate analytical report.
∎ Orient data collectors on data collection tools as well as proper data collection techniques.
∎ Result area 2: Learning capturing and reporting:
∎ Development of project opportunities for learning, research and publications and implementation of relevant policies and guidelines.
∎ Facilitates the dissemination of promising practices and lessons learned for better programming and sound decision-making.
∎ Assist the project manager & CORDAID PMEL Coordinator to ensure the quality standard and timely submission of monthly, quarterly, and annual progress report to the doonor and key stakeholders.
∎ Assist the communication team to collect photographs and video for project documentation.
∎ Capture case studies and assist consortium members in writing case studies & success stories.
∎ Result area-3: Coordinate evaluation process through internal team or hiring external:
∎ In case of external consultant hiring, coordinate overall evaluation processes like baseline, mid-term, end-evaluation, customer satisfaction and need-based research under the assigned project.
∎ In case of internal evaluation or studies, coordinate the overall process from tools development to final report generation.
∎ Ensure proper data collection techniques and utmost quality of the data collected through checking data on a regular basis before analyzing and reporting.
∎ Clean and analyze the data in a systematic manner and generate report with proper logic and authentic evidence.
∎ Provide need-based support to country PMEL team, if needed.
∎ Result area-4: Establish knowledge management, and showcasing system:
∎ Lead the development of learning and knowledge management strategies to ensure minimum standards and implementation across project.
∎ Actively work with field team to capture the achievement, learnings through different study, research, investigation, case studies, etc.
∎ Identify appropriate technology solutions for knowledge management & learning (i.e. document/content management, communication channel etc.)
∎ Build a well-curated database for learning from evaluations, project reports, and other relevant information which are easily retrievable and updated
∎ Work with the PMEL team to document the lessons learnt from implementation in field.
∎ Write the successes and learning stories and share them with the team members and other stakeholders.
∎ Organize national and local level events to disseminate the learnings and achievements to the different stakeholders.
∎ Result area 5: Linkage, networking, and advocacy.
∎ Identifies and establishes contacts with or organizations and explores representation for potential areas for collaboration, taking into account the mission statement of Cordaid and the possibilities within the program.
∎ Develop strong linkage with government line departments, consortium members, and other service providers;
∎ Establish linkage with organizations active in saline agriculture to enhance the project and create scopes for cross learning and capacity building;
∎ Advocate to relevant agencies to incorporate the project learning in policies and to achieve an enabling environment for project operation smoothly.
∎ 3) Working Conditions:
∎ Working days from Sunday to Thursday with 40 hours per week. This position may be required to work some overtime hours and travel across the whole project areas.
∎ Initial contract is up to June 2024 and may be extended followed by the COASTS project extension approval and other possible relevant scopes including based on performance, fund availability and organizational policy.
∎ Willingness to use local transportation to visit field in remote areas.
∎ Any other tasks assigned by the supervisor, or country office from time to time.
∎ Yearly renewable the contract based on fund availability and performance.
∎ Need to follow the Cordaid HR, Admin and Finance related policies strictly.

Additional Requirements:
∎ Knowledge, Skills, and Experiences:
∎ At least 3 years' experience in relevant/ related field specifically high-quality reporting skill in English.
∎ Skill in learning capturing and sharing to assist the qualitative concept for scaling up the project
∎ Excellent analytical and problem-solving skills including multi-disciplinary research experiences
∎ Excellent in report writing skills for both progress (quantitative and qualitative reports) and analytical reports, particularly for Annual progress evaluation and other periodic evaluations like baseline, mid-term and endline study of the projects.
∎ Good ICT skills are essential for this role, with strong competencies in Microsoft Packages, with statistical packages and qualitative data research are an added advantage.
∎ Experience of multiple sub-sectors within the development field
∎ Excellent written and oral communication skills in English and Bangla, including ability to present coherent and convincing messages to a wide range of audiences, with limited oversight.
∎ Excellent interpersonal communication skills and willingness to immerse within a multicultural team
∎ Core Competencies:
∎ Excellent working relations ability with relevant government lines and advocacy and community mobilization.
