Job Context:
∎ The purpose of this position is to provide leadership in the management, design and implementation of M & E systems for the USAID funded Nobo Jatra II and SDRR Activities, monitor project progress against performance targets and over-all objectives. S/he will develop and implement the project’s M & E plan, DQA, TOC, ITT, PIRS, DIS/AAMP, MIS system, coordinate with WV and sub-grantee technical staff, manage and support third-party consulting firms for any related assessments/ surveys that include but not limited to Participant based annual survey (PBAS), Annual Learning Utilization assessments, Routine Periodic monitoring, evaluation and operational research processes, post-distribution monitoring, empirical data analysis and reporting, lead the overall M & E capacity building for technical program and M & E staff and conduct key learning workshops for the entire program staff, and support USAID and other stakeholders. As necessitated by the logical framework, s/he manages the implementation of a utilization focused approach to M & E, collecting performance indicator data to support on-going decision-making, adaptive management, strategic project modification and understanding of the project’s impact on target populations.
∎ S/he will ensure all the environmental safeguard requirements of USAID for the project, lead the environmental safeguard team, and integrate the environmental monitoring with the M&E system of the project. S/he will also develop program accountability frameworks, over sight the roll out of accountability process, systematic integration of Program accountability standards at the Program, establish and ensure effective Feedback and Complaint Response Mechanism at all level.
∎ This position reports to the COP and is part of the Project Management Team.

Job Responsibilities:
∎ Over-all leadership in planning, designing and implementing the M & E system making it an essential management tool allowing the project team to assess progress against benchmarks and make changes that improve outcomes and move toward success;
∎ Ensure the alignment of M&E activities with program goals and contribute to the development of annual work plans to identify project targets and ensure inclusion of M&E activities.
∎ Design MIS and GIS system using cloud based application, Power BI, Sinai, KoboToolbox etc.
∎ Takes responsibility for coordination and leadership for monitoring and evaluation of the project ensuring effective use of data in decision-making and initiates ting the lessons learned;
∎ Oversee and execute a utilization –focused approach to M&E collecting performance indicators to support on-going decision-making, strategic project modification and understanding of the project’s impact on target populations.
∎ Coordinate with WV and sub-grantees technical staff on annual monitoring thru routine activity and output monitoring and annual surveys to collect data on outcome indicators based on a representative statistical sample of program participants.
∎ To facilitate collection, aggregation and analysis of both routine monitoring data and annual surveys in coordination with third-party firm where planned and the maintenance of an electronic database that stores routine monitoring data and annual surveys;
∎ Manage and support third-party consulting firms supporting the three evaluations during the life of the project,
∎ Mobilizes team on data analysis and reporting from routine activity & output monitoring, annual surveys, support the preparation of quarterly and annual performance reports and updating the project’s Indicator Tracking Table (ITT)
∎ Lead the over-all M & E capacity building for technical and M & E staff and sub-grantees;
∎ Lead the conduct of key learning workshops for the entire program staff, USAID and other stakeholders.
∎ To over sight the roll out of Community Accountability process such as Program Accountability Framework, Systematic integration of Program Accountability standards.
∎ Develop guidelines, appropriate tools and checklists for mainstreaming of program accountability standards and approaches.
∎ To establish and ensure effective Feedback and Complaint Response Mechanism at filed office level.
∎ To ensure that all the Environmental requirements of USAID are fulfilled
∎ To review the environmental monitoring tools, environmental reports (ESR), guidelines, training materials etc. to ensure that all of these fulfill the USAID’s requirement as per reg. 216
∎ Lead the operation research, different surveys/studies, assessment and generating evidence for decision making

Additional Requirements:
∎ Age at least 30 years
∎ Both males and females are allowed to apply
∎ Advance understanding of monitoring and evaluation concepts and the purpose of M&E, advance level skills on ODK/KoboToolbox, PowerBI, GIS and MIS.
∎ Must have experience managing USAID funded Monitoring and Evaluation grants and systems (ITT, DQA, PIRS, baseline and end line evaluations to mention a few)
∎ Must have experience developing MIS systems including MS POWER BI
∎ Experience conducting quantitative and qualitative research and managing third party consultants
∎ Experience building the capacity of both direct and in-direct reports and working across matrix management structures both at national and HQ level.
∎ Knowledge of modern research and analysis methodologies, and proficiency using one of the common statistical analysis software package (Stata, SPSS, SAS)
∎ Outstanding written and oral communications skills
∎ Must have at least a minimum of 8 years of progressive/ continuous leadership and management of USAID funded grants that are implementing thematic areas of MCHN, WASH, Agriculture, Economic development, Market Systems Development, Resilience, gender and youth with significant experience conducting project evaluations, implementing surveys, conducting monitoring and evaluation activities management of third-party consultants and managing stakeholders including USAID, government of Bangladesh, and HQ
∎ Understanding of US government’s Monitoring systems and regulations pertaining to grant management, monitoring and evaluation, including food assistance programs.

Salary: Tk. 120000 - 150000 (Monthly)
