Educational Requirements:

Job Responsibilities:
∎ Leading activities related to Food Safety, SPS, and related National Quality Infrastructure issues under Objective 1.3. This will include increasing awareness and implementation by both the public regulatory agencies and the private sector of WTO compliant SPS related trade facilitation instruments that would reduce the cost of doing business or reduce regulatory burdens.
∎ Liaise with government, private sector, and civil society counterparts to identify and develop the Activities under Sub-Objective 1.3 in the Work Plan.
∎ Provide inputs on Sub-Objective 1.3 for the reporting requirements as specified in the Section F7 (pages 39-40) of the Feed the Future Bangladesh Trade Activity contract.
∎ Manage and mentor other LTTA and STTA engaged in activities under Sub-Objective 1.3.
∎ Provide technical and management support to the Senior Customs Specialist to manage and oversee the work activities under Sub-Objective 1.3 Enhanced Food Safety and SPS Procedures, and training and capacity building, relating to SPS and Food Safety, under Sub-Objective 1.2. Ensure cross-cutting issues including gender, inclusive approach and diverse population empowerment, and private sector enhancement and involvement are integrated across all work activities.
∎ For Sub-Objective 1.2 relating to food security issues and 1.3 activities. In collaboration with the Senior Customs Advisor, identify short-term technical assistance needs, draft scopes of work (SOW) for short-term consultants, negotiate SOW with consultants, manage the technical onboarding of consultants to the project, and ensure consultants are performing according to their SOWs.
∎ For Sub-Objective 1.3 review and edit consultant reports and deliverables to assure strong writing, grammatical correctness, and conformity with USAID guidelines and expectations.
∎ Review reports prepared under Sub-Objective 1.3 to ensure Feed the Future Bangladesh Trade Activity is compliant with USAID rules and regulations, and IDG policies and procedures.
∎ Collaborate with other Team Members to prepare annual work plans, quarterly reports, annual reports, and ad hoc reports.
∎ Coordinate with the Senior M&E Specialist to implement the M&E plan and the project M&E system relating to Sub-Objective 1.3.
∎ In coordination with other Feed the Future Bangladesh Trade Activity team members, ensure that learning events, including business-to-business events, are held on model supply chains and various phytosanitary standards and cold chain systems.
∎ In coordination with the Communication expert promotes technologies, practices, or approaches in research, development, and uptake stages and in the improvement in packaging, equipment, transportation, or cold storage by the private sector.
∎ Liaise with other donor-funded projects working on food safety and security to ensure effective coordination and leverage results.
∎ Other duties as requested.
Additional Requirements:
∎ 10 years or more experience. Experience in USAID-funded projects preferred
∎ Experience working with the public sector regulatory agencies and/or private sector networks trade organizations on Food Safety, SPS, and value chain development
∎ Experience in facilitating dialogues between the private and public sectors
∎ Fluent in English and Bangla Languages
∎ Bangladesh National
∎ Knowledge of Bangladesh regulatory framework related to SPS and international agricultural trade
∎ Strong communication and organizational skills
∎ Able to produce high-quality work under deadlines
∎ Ability to manage multiple assignments
∎ Proficiency in Microsoft Office
