Job Context:

∎ Reporting to: Resilience Coordinator Delegate
∎ Job Purpose:
∎ Provide leadership in the development and mainstreaming of Disaster Risk Reduction (DRR) and resilience related strategies, frameworks, mechanisms, systems and tools in IFRC, PMO Office to provide the necessary organizational capacity and competency to contribute to the resilience outcomes.
∎ The Senior Community Resilience Manager works as part of the IFRC Population Movement Operation (PMO) team and will coordinate with Bangladesh Red Crescent Society (BDRCS), PNS and RCRC sector leads regarding the implementation of DRR/Resilience programs and other activities in the Camps and host communities.
∎ The Manager is accountable, under the direction and guidance of the Resilience Coordinator and Operations Manager, for managing the IFRC Resilience Programs support to the National Society and formulate strategic interventions and approaches in areas of disaster risk reduction and resilience.
∎ The Manager also ensures that key project management functions (including contract management) for operations are delivered and provides support with the administrative and financial management functions of the project.

Job Responsibilities:
∎ Representation and Program Development:
∎ Develop strategies and program initiatives in collaboration with BDRC, PNS, sector leads and partners.
∎ Provide extensive input and technical support to project proposals and program design; coordinate effectively with BDRC, PNS management, partners and technical sector colleagues and consultants.
∎ Represent IFRC on behalf of the Resilience Coordinator and Operation Manager at internal and external meetings, technical and coordination meetings, ceremonies and Red Cross Red Crescent functions.
∎ Support the BDRCS resilience activities in case of small, medium and large-scale disasters according to IFRC standards and procedures, including assessment, planning, access to DREF, implementation and coordination of emergency operation
∎ Network and establish functional relationships with key stakeholders, government agencies, NGOs, and colleagues movement-wide.
∎ Present IFRC activities and or carry out discussions on behalf of IFRC when required.
∎ Support Resilience Coordinator and the subordinates with the preparation of program documentation, assessments and studies as required
∎ Participate in group meetings to ensure the Resilience Coordinator and project staff are updated on key program and operation issues and the support needs.
∎ Support the Resilience Coordinator to institutionalize Disaster Management guidelines and policies as developed internally within IFRC, Movement and externally i.e. UN, local authorities
∎ Undertake relevant tasks as assigned by the Head of Sub Office, Operation Manager and Resilience Coordinator when required
∎ Program Planning and Management:
∎ Supports with the implementation of IFRC Appeal Disaster Risk Reduction components.
∎ Ensure excellent project management skills are applied to all aspects of funded initiatives, including, but not limited to, applying best practices in program design; monitoring of project implementation; ensuring financial compliance with good budget management; ensuring effective monitoring and evaluation; and timely reporting and relevant analysis.
∎ Responsible for decision-making in overall project implementation, particularly related to implementation issues.
∎ Effectively implement initiatives with BDRCS by complementing their existing capacities and providing directed oversite and support where needed
∎ Identify and develop BDRC capacity building requirements.
∎ Provide periodic, accurate, and professional progress reports to Resilience Coordinator and Operations Manager as required.
∎ Keep abreast of disaster management and preparedness issues, knowledge and tools, as well as climate change initiatives, find ways to incorporate such initiatives where relevant to programs.
∎ Document and share lessons learned with IFRC, AmCross, PNS, and BDRC as necessary
∎ Contribute to knowledge sharing, producing documentation for case studies and lessons learned.
∎ Conduct host communities and CAMP visit to project sites on a regular basis for monitoring, provision of hands-on support and quality assurance.
∎ Support access to reference materials, promoting on-line training resources, co-facilitating technical trainings and delivering technical presentations during training events and other meetings.
∎ Ensure the activities are done as per the budget and set criteria.
∎ Staff Management:
∎ Directly manage, 1 Senior Host Community Officer and 1 Senior CBDRR Officer and support as needed; ensure all direct reports are oriented on program strategies, expectation, and own roles and responsibilities.
∎ Ensure staff have the competencies and support to effectively complete own objectives and tasks as well as provide technical support to BDRC
∎ Supervise and coach staff and promote a learning environment
∎ Be mindful of staff wellness and induce a culture of transparency, problem solving, and teamwork.
∎ Identify and select appropriate skills development opportunities that would enhance staff capacity

Additional Requirements:
∎ At least 5 years' experience working as a professional in the Disaster Management Field particularly community resiliency and community based DRR.
∎ 5 years plus experience with program design and project management; ability to design and manage all stages of disaster risk mitigation, preparedness, recovery and livelihood projects.
∎ Demonstrated success in proposal writing and securing funding and analytical report writing.
∎ Experience identifying and establishing institutional capacity building initiatives, particularly for local partner organizations.
∎ Experience collaborating with government agencies, international organizations and working with local implementing partners.
∎ Good level of understanding about organizational change.
∎ Excellent skills in budgeting and financial management, problem solving, conflict resolution, advocacy, and stakeholder coordination.
∎ Experience in donor/partners relationship management.
∎ Proven field work experience in disaster response operations or similar contexts
∎ Knowledge and Skills:
∎ Excellent interpersonal skills and able to work effectively in a team.
∎ High degree of integrity, discretion, and personal conduct.
∎ Flexible and adaptable to changing working conditions.
∎ Willing and able to travel for work purposes, including international travel.
∎ Self-motivated and proactive, with good judgment and initiative.
∎ Able to prioritize and meet deadlines.
∎ Good Analytical thinking skills.
∎ Proven skills in mentoring and coaching of staff.
∎ Good computers skills (Windows, Spreadsheets, Word Processing.
∎ Languages: Fluency in English and Bangla.
