Job Context:
∎ HI has been working in Bangladesh since 1997, focusing on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in poverty, exclusion, conflict, and disaster situations throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist in promoting the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection, and inclusive education with an inclusion mainstreaming approach to refugees and the host population affected by the forcibly displaced and undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas, providing comprehensive services in physical rehabilitation and primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response projects in Kurigram and Cox`s Bazar districts through 4 project offices (Kurigram, Ukhiya, and Teknaf) and 2 coordination offices (Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics.
∎ Number of staff: Around 270 National staff and 06 international staff.
∎ HI is currently looking for a Senior Accountability Officer under the leadership of the Country MEAL Manager. The incumbent Senior Officer - Accountability will contribute to defining and implementing in line with HI’s institutional frameworks and systems that ensure accountability to the affected populations and beneficiary participation across the projects and programmes in Bangladesh. S/he provides expertise and trains operational and technical teams in how to implement and conform to these systems. S/he will participate in and ensure the quality and monitoring of data of Accountability Framework at all stages of data management (tool design, survey coding, collection, entry, cleaning, sharing, archiving, reporting writing, and dissemination of findings) to ensure and facilitate effective decision making and reporting.

Job Responsibilities:
∎ Mission 1: Strategy and steering
∎ Contributes to defining the MEAL action plan with regard to population accountability and participation priorities, implements this action plan, and then monitors it.
∎ In close collaboration with the Country MEAL Manager, it ensures the implementation of systems for monitoring, data collection, information management, evaluation, learning, and knowledge management that are adapted to the intervention context and enable compliance with HI standards.
∎ Forwards to the Country MEAL manager any information or difficulties that could help to improve these systems.
∎ Helps drive the performance of the MEAL department.
∎ Mission 2: Operational implementation
∎ Responsibility 1: Contributes to defining and evaluating accountability to affected populations' mechanisms.
∎ Analyzes existing literature, practices, socio-cultural, and power dynamics with regard to the accountability of affected populations to inform the design and implementation of projects.
∎ It contributes to the design of operational procedures, especially for the management of feedback and complaints, information, and the participation of populations in the projects.
∎ In close collaboration with the Country MEAL Manager, defines or improves accountability systems that are adapted to the context and ensure compliance with HI and international standards, including mechanisms for managing feedback and complaints, information mechanisms, and mechanisms for strengthening the participation of populations in the projects.
∎ It contributes to periodic evaluations of accountability mechanisms.
∎ Responsibility 2: Support and facilitate the implementation of accountability to affected populations' mechanisms.
∎ Establishes good relations with populations, partners, and projects of HI by making periodic visits to the areas concerned in compliance with established operations procedures.
∎ Trains and accompanies project managers in Accountability-related concepts (non-discrimination, protection, and participation), tools, methodology, guidelines, and their application in the projects and programme.
∎ Contributes to the overall improvement of HI’s accountability to affected populations by providing tools that facilitate participation at all stages of the intervention.
∎ Facilitates projects on community consultations for the implementation of the mechanisms.
∎ When necessary, delivers training on institutional safeguarding policies (Code of conduct, child protection, prevention of bribery and corruption, protection against sexual exploitation, abuse, and harassment).
∎ Responsibility 3: Manages Complaint Feedback Response Mechanisms (CFRM) and Hotline
∎ Review and strengthen current CFRM systems.
∎ Receive and respond to complaints and feedback through the CFRM channel and Hotline Numbers.
∎ Trains projects in the CFRM-related concepts (non-discrimination, protection, and participation), tools, methodology, guidelines, and their application in the projects and programme.
∎ Receives and records the complaints and feedback in a formalized database and refers them to the focal points designated by the Accountability / CFRM System.
∎ Monitors are the effective roll-out of information, participation, and complaint response mechanisms, of established procedures and ensuring that people receive a meaningful response in a timely manner.
∎ Responsibility 4: Is responsible for the management of CFRM data defined at programme level.
∎ Examines beneficiary feedback and complaints and provides precise information on HI’s activities and accountability mechanisms.
∎ Develops databases as required and ensures the recording and processing of data.
∎ Adhere to data protection, confidentiality, and informed consent principles in his or her interactions.
∎ Contributes to the compilation of needs for data analyses and to the creation of dashboards.
∎ Survey/mobile data collection tool development.
∎ Management of Accountability / CFRM data collection, data processing, analysis and interpretation, and archiving.
∎ Responsibility 5: Reports on accountability to affected populations and learning activities.
∎ Writes regular reports on the running of accountability to affected populations and learning activities.
∎ Regularly evaluates the work done and suggests improvements.
∎ Reports all information and any challenges or difficulties in the Accountability mechanism.
∎ Data visualization, mapping, Data Archiving, and support for narrative report preparation.
∎ Responsibility 6: Contributes to the representation and promotion of HI in the communities.
∎ Serve as the focal point of communication with the Communities.
∎ As part of his or her tasks, I represent HI with the population and partners, respecting the organization’s values and maintaining cordial, positive, and close working relations.
∎ Mission 3: Emergency preparedness and response
∎ It contributes to the programme’s emergency preparedness actions and, in an emergency, adapts its or its working methods to contribute to an effective humanitarian approach by HI.
∎ Ad Hoc Basis
∎ Provide regular and timely updates on progress and challenges to supervisors and other team members.
∎ Participate in project and MEAL-related meetings and, when possible, stay up to date with best practices and new knowledge created in the field of Accountability.
∎ Must follow closely the activities for which s/he is supporting. May need to participate in programs meetings as needed.
∎ Perform any other related activities, as assigned by the supervisor / Head of the line department.
Additional Requirements:
∎ Age at least 25 years
∎ At least four years of work experience in the Accountability field, including Social Accountability, CFRM, and Programme Accountability, with significant experience in socio-anthropological studies and setting up the referral and/or feedback and complaints systems, preferably with an INGO in the humanitarian and development field.
∎ Demonstrated skills in planning, implementation, monitoring, organizing, analyzing, and reporting under HI thematic areas like MHPSS, SRHR, Functional Rehabilitation, Inclusive Education and Economic Services, Protection and Risk Reduction, including Protection against Violence.
∎ Languages: Excellent communication skills in English, Bangla, and Chittagonian.
∎ IT skills Excellent knowledge of relevant software: MS office package (Excel, Access, Word, Outlook) Mobile data collection tools, database development, and management.
∎ Data Analysis: Data analysis with Excel, SPSS preferred.
∎ Writing and Analytical skills: Excellent report writing and analytical skills in Bangla and English.
∎ Personal qualities: Willingness, ability to perform fieldwork, and work under pressure, and take initiative.
∎ Reliable, honest, excellent organizational skills, resistant to stress, good interpersonal skills (communication), and team players.
