Job Context:
∎ GAC (Skill Development Project)
∎ We are implementing a multi-year skills development project as part of a joint Initiative of a consortium in the refugee camps of Cox`s Bazar. The project has a target to reach a total of 2,000 participants (50 percent women) for vocational skills training which will be selected across the camps considering the suitability, capacity and availability of home/community facilities for training. The target of 2,000 has been selected according to the pre qualification requirement for the vocational training.
∎ The Project ultimately aims to assist refugees to acquire transferable and portable skills relevant to the labour market needs in Myanmar and the camp contexts, that would support sustainable return and integration (in Myanmar) when conditions permit; while enabling refugees to maintain hope for the future and have dignified and productive lives in the camps, including through engagement in multi-sectorial camp-based activities, minor livelihood activities, and community works, with the utilization of acquired competencies. Accordingly, strategies will be geared towards enhancing skills development, economic and social empowerment, self-reliance of the Rohingya refugees pending durable solutions.
∎ The duration of the contract will be until December 31, 2022.

Job Responsibilities:
∎ Overall management market-oriented self-reliance operation in the camps, maintenance of Production centre, and technical and vocational training programme for the refugees
∎ Ensure active participation of the participants in skill trade selection, Training and evaluation as well as employment initiatives such as volunteer services to other organizations in camps, self-employment, etc
∎ Staff supervision, monitoring and to maintain regular communication with management
∎ Effective Coordination with all relevant stakeholders (CIC, Inter Sector Coordination Group-ISCG, Government agencies, INGOs, local and international partners) and Donors for positioning self-reliance activities as well as the organization as a key leading agency for Self-Reliance activity response.
∎ To prepare monthly, Quarterly, Half-yearly and Annual Reports
∎ To prepare staff work plan & ensure timely and effective implementation
∎ Coordinate and support the project team for effective implementation of all activities according to the work plan of Self-Reliance activities in the working areas. Lead the activities in relation to the overall management of the project and ensure compliance as per the requirement of the programme partner UNHCR.
∎ Contribute to develop Technical Vocational Training Module, Manual, Ensure Internship with the help of related stakeholders for the vocational skill development program
∎ According to skill trade, identify wage-employment/self-employment activities that are appropriate to targeted communities.
∎ Ensure development of strategic plans, details work plan with standard operating procedure (SOP), log frame and budget preparation & revision for the project.
∎ Attend all camp/sector level coordination meeting and take necessary steps to mitigate any issues raised.
∎ Support the team to develop production plan in the production centres inside the camps
∎ To follow up skill development training and Market Promotion activities
∎ Facilitate meetings with team members, and different group meetings in the centre
∎ To maintain order and servicing from the production centre, ensure available raw material for production centre and follow up the stock register, challan, Cash memo, Cashbook, Ledger, sales register, and production centre
∎ Facilitate disbursement of training incentives among the training participants as well as the production volunteers
∎ Support any form of training taking place (for staff, program participants, etc.).
∎ Contribute to building a harmonious environment, based on team spirit, mutual respect, and understanding.
∎ Building and strengthening the capacity of the project staff on facilitation skills and programmatic knowledge and updating information
∎ Ensure IEC materials and Promotional activities through different distribution points and display centre
∎ Perform any other related duties or responsibilities that may be assigned by the Project Coordinator.

Additional Requirements:
∎ Age at most 50 years
∎ Both males and females are allowed to apply
∎ Demonstrated experience in managing a technical vocational training/livelihood/self-reliance/industrial production/centre-based production related project highly preferred.
∎ Managerial experience is essential
∎ Experience in Humanitarian Operation is desirable
∎ Demonstrated financial management experience, including preparation and monitoring of budgets and financial reports
∎ Ability to work in a complex environment with multiple tasks, short deadlines with intense pressure and under minimal supervision
∎ Ability to build, lead, and effectively mentor and supervise a large interdisciplinary team
∎ Strong analytical, problem-solving, and decision-making capabilities
∎ Identify program gaps, areas of growth and strategies and support in adapting program design to effectively meet beneficiary needs, the changing context and other factors.
∎ Ability to ensure the safety of team members (In respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation
∎ Previous exposure to UN sector approach at field implementation level
∎ Advanced experience in skills development project designing, concept note development.
∎ Profound management skills in implementing comprehensive organizational development projects
∎ Excellent verbal and written communication, presentation and reporting skills in English and effective interpersonal and negotiation skills, proven through successful interactions with all levels of stakeholder groups.
∎ Proficient in computer skills on MS Office package and using of internet
