Job Context:
∎ Start Fund Bangladesh (SFB) is a civil society-managed rapid emergency response pooled funding mechanism that was created in 2017. Modelled on the Start Network`s successful Start Fund, which releases funding within 72 hours of a crisis alert, it fills a crucial gap in humanitarian funding. It is accessible to local, national, and international member non-governmental organizations (NGOs) operating in Bangladesh to respond early to under the radar emergencies. Since its inception, SFB has grown to 47 members of international non-governmental organizations (INGOs), and local and national non-governmental organizations (L/NNGOs), following a comprehensive mapping and due diligence process. Our current membership consists of 19 INGO members and 26 national and local members.
∎ Start Network in Bangladesh (Start Bangladesh) has now extended its programme streams with new additions like the Disaster Risk Financing programme and Organisational System Strengthening. The working window of Start Bangladesh is currently can be stratified into three major categories. The first one is the Response Window (under Start Fund), which covers the crisis alert-based rapid responses, mostly for small to medium-scale disasters that are under the radar and under-reported. The second one is the Anticipation Window (under Start Fund), which covers the areas of Forecast-Based Financing, and tends to reach community based on the scientific analysis of early warning and anticipation of potential impact based on a forecast. The third one is the Disaster Risk Financing (DRF) window, which inclines to a structured way to model and plan for risks and apply for funding from Start Ready to reduce the disaster risk and exposure of vulnerable communities before it occurs. DRF has been initiated through rigorous risk analysis, risk modeling and climate science, as it is possible to predict the occurrence of disasters such as floods, droughts, cyclones, and heatwaves - and the impact they may have on the most vulnerable communities.
∎ The Start Bangladesh is focused on enhancing coordination mechanisms and increasing representation of local and national agencies in decision-making fora, fundraising for pre-disaster and post-disaster actions/response, supporting local and national agencies to access and manage funds, and improving accountability to humanitarian crises affected populations and supporting community resilience building.
∎ Eco-Social Development Organization (ESDO) is hosting Start Network Programmes in Bangladesh: Organisational System Strengthening, Disaster Risk Financing for Early Action and Response to Humanitarian Crisis and FOREWARN Bangladesh. ESDO started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a peoples` centered organization, ESDO envisioned a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. About three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help disadvantaged and vulnerable people bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted to the changing situation and provided the most time-bound services, especially for the poor and disadvantaged. A community-focused and people-centered approach has been adopted by ESDO, while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 331 Upazilas under 51 districts of Bangladesh, covering over 10 million poor and vulnerable people.
