∎ Background:
∎ The Feed the Future Bangladesh Improving Trade and Business Enabling Environment (FtFBITBEE) Activity aims to improve economic growth in Bangladesh through the following objectives:
∎ (1) Improving Trade Facilitation;
∎ (2) Improving Business Enabling Environment; and
∎ (3) Promoting Best Practices in Economic Growth Activities and their Application.
∎ This includes facilitating an improved policy environment to promote sustainable economic growth and prosperity, improved regional economic cooperation, sound management of institutions, and good governance while also expanding markets for U.S. goods and services in the Indo Pacific. This activity will also address efficiency and transparency in the business enabling environment.

∎ The FtFBITBEE Activity will develop a systemic approach to trade facilitation and improving the business enabling environment. This is premised on high level political commitment to realizing substantial reductions in trade costs and business compliance: a representative institutional mechanism spearheaded by local stakeholders driving the reform process; and high-profile time bound targets addressing: trade and business procedures and transparency; institutional strengthening; and modernization and ICT.

∎ FtFBITBEE will deliver technical assistance and capacity building to support implementation of the WTO Trade Facilitation Agreement and improve the BEE. The project will work with key public agencies, private sector stakeholders and Civil Society Organizations. Work activities will draw on best practices and regional experiences in order to build support for initiatives aimed at simplifying documentary requirements for imports and exports. The project will support strengthening technical capacity across border agencies, modernizing procedures through digitization and ICT.

∎ The research analysts will report to the DCOP through regular briefings and day-to-day dialogue.
Job Responsibilities:
∎ Specific Tasks:
∎ Under the supervision of either the FtFBITBEE Component 1 Leader "Implementing the Trade Facilitation Agreement" or, Component 2 Leader "Improving Business Enabling Environment" the Research Analyst will be responsible for conducting reviews, research and analyses to support the implementation of the FtF-BITBEE objectives He or she will be responsible for the following tasks:
∎ Perform research work, through literature reviews, interviews, and online, to assist the analyst's supervisor.
∎ Assists with the editing and preparation of draft papers, guides, research articles, briefing papers as required.
∎ Collect and analyze data.
∎ Attend project meetings, take minutes, and submit these in a timely manner.
∎ Prepares other articles, reports, and presentations as required.
∎ Perform routine clerical duties as instructed, if essential to the research activities of the supervisor or project to which the research analyst is assigned.
∎ Assists in administrative duties, as required, including attending committees, completing reports, and other duties as assigned by the supervisor.
∎ Collaborate with other Team Members to prepare annual work plans, quarterly reports, annual reports, and ad hoc report.
∎ Support the M&E Specialist to develop and implement the M&E plan and the project M&E system.
∎ Deliverables:
∎ The research analyst(s) shall be responsible for working with the Component leads 1, lead "Implementation of WTO TFA" and Component 2 "Improving Business Enabling Environment", the M&E Specialist, the Gender Specialist and other staff in support of inputs relating to Objectives 1 and 2 for the following deliverables:
∎ Inventories of legal basis for business processes (primary, secondary and tertiary legislation);
∎ Inventories of business processes;
∎ Inventories of forms, data, guidance documents and information needed to comply with business processes;
∎ Research as required to support delivery of project objectives.
∎ Other reports/documents as requested by the COP, DCOP and Component 2 Lead.
Additional Requirements:
∎ To be successful in this role, the following skills and qualities are required:
∎ Analytical skills: Research analysts will be required to collect and analyze data and to manage and update existing databases, conduct literature reviews and/or field research.
∎ Observational skills: Research analysts need to be able to work in a highly accurate manner, paying close attention to detail and keeping records of their work.
∎ Time-management skills: When dealing with data and statistics, it's important to be able to meet project deadlines and manage your time to accomplish your goals.
∎ Experience: At least 3 years of professional experience in a similar role with preference given to Trade Environment and BEE Experience and knowledge of government functions
∎ Language requirements: Proficiency in Bangla. Excellent Working knowledge of English
∎ Others: Strong communication skills, client-orientation, ability to work in a team; Professional ethics and honesty; Microsoft Systems Excel and Word proficiency
