∎ Master's in social science/MBA/ master in economics/ masters in development Studies.

Job Context:
∎ Remittances of Bangladeshi migrant workers are an important economic factor and have played a significant role in transforming the rural economy and contributing to poverty reduction in Bangladesh. The proposed new project (subject to approval by the donor (SDC) upon submission of Project Document) is 4 years long phase and its outcomes would be: A) Migrant workers benefit from a better remittance management and reduce their risk of falling back into poverty, B) Financial institutions sustain the asset-building strategies of migrant workers by providing relevant services and C) The government defines policy reforms required to facilitate financial services for migrant workers and their families. The Project applies a systemic approach and therefore aims at systemic changes that are sustainable and socially inclusive. The project will be implemented through consortium with related public and private sector organisations involved in the financial sector.

Job Responsibilities:
∎ Overall lead and coordination of activities related to the achievement of Outcome 1 of the Shafal programme, in close coordination with the Team Leader and the component experts.
∎ Lead the development of a capacity development strategy for migrant workers and families left behind, and develop or adapt existing training modules for Financial Literacy (FinLit) and entrepreneurship
∎ Coordinate and supervise the roll-out of training activities in the intervention areas on FinLit, entrepreneurship, business plan development etc.
∎ Conduct market assessments to identify promising value chains and profiling of business opportunities for migrant workers families
∎ Take lead to promote entrepreneurial abilities and commitment of migrant worker households and support to promote business and strengthen their entrepreneurial abilities through effective use of remittances
∎ Lead the process to engage private sector services and local service providers (LSPs) to assist migrant worker households in entrepreneurship and business development
∎ Introduce and facilitate proper steps for aspirant migrants, left behind family members, and returning migrants to find income generation activities, including self-employment and wage employment, as alternative to migration and re-migration
∎ Support enterprises to be able to improve their profitability and scale their business to further expand through efficient and effective of remittance financial inclusion
∎ Establish cooperation agreements with identified skills-oriented projects, government agencies and non-governmental organisations in order to promote skill development opportunities
∎ Establish a referral network system for skills, job and wage employment
∎ Promote and capacity building initiative for local service providers to provide holistic support to migrant workers families to promote their business in respective value chains
∎ Support migrant worker households to get access to financial services offered by financial institutions to run business with use of remittances
∎ Promote private sector engagement to foster innovation of promising business cases of entrepreneurs which enhance positive social and economic impact.
∎ Support to develop advocacy strategy and organize advocacy initiative on remittances management issues
∎ Lead, assist and supervise regional managers to perform their duties
∎ Provide technical backstopping and supervision to subcontractors in the respective fields of work
∎ Coordinate with other programs/initiatives in similar/connected fields and SDC financed projects
∎ Build capacity of staff members of partner private sector to provide accountable and effective services to migrant worker households

Additional Requirements:
∎ Age at most 50 years
∎ 5 to 8 years working experience in national or international ngo, proven experience in financial literacy, financial inclusion, enterprise development, skill training for migrants
∎ Experience in working in migration project with spouse of migrants workers, returnee migrants
∎ Experience in with financial institutions for financial inclusion of marginalized people who are not included in formal financial sector.
∎ Have good understanding about formal financial sector, including banks, insurance companies, money transfers operators and microcredit organisations.
∎ Demonstrate high-level technical, analytical, and interpersonal skills.
∎ Experience in policy dialogue with partner Government agencies.
∎ Good communication (oral & written) in English and Bangla.
∎ Experience in strategic project planning, design and implementation.
∎ Experience in coaching and capacity building of staff and partners.
∎ Experience to work with the multisectoral partner, sub-contracts and consultant etc.
