Educational Requirements:

Job Context:
∎ Provide technical leadership/backstopping and capacity building to Technical Program Specialists, Regional Grants project staffs and Area Program Managers in implementing Livelihood programming.
∎ He/she will conduct quality assessments of activities for program improvement and accountable for program implementation that meets minimum technical standards, and for the delivery of key Livelihood performance indicators.

Job Responsibilities:
∎ Provide Technical leadership to assigned projects on Livelihood interventions including technical backstopping and capacity building and proper implementation of sectoral technical approaches and technical programs.
∎ Conduct/facilitate relevant sectoral assessments, gather sectoral secondary and updated information & publications capacity building initiatives, reviews, studies, monitoring, evaluations, and documentation.
∎ Support the preparation of technical guidelines and reporting for knowledge management on Livelihood sectors.
∎ Ensure monitoring of Livelihood Technical Programme at the field/project level in order to ensure quality interventions that follow guidelines.
∎ Deliver effective interventions through participatory approaches.
∎ Undertake a capacity assessment of Team in Livelihood and develop a capacity building plan aligned with Technical Programme needs.
∎ Ensure strong Networking and coordination skills; develop dynamic relationships with the Department of Agriculture Extension (DAE), Department of Livestock Services (DLS), Department of Fisheries (DOF), Local Government and other institutions at regional level and have the competency to develop robust partnerships with other key Non-government organizations (NGOs/INGOs).
∎ Assess capacity of potential partners to implement elements of the livelihood programme with quality.
∎ Promote approaches that contribute to competency development and integration of advocacy, which contribute to positive changes against unjust local and national policies and practices focusing Livelihood.
∎ Lead and guide issue based campaign at local, national and global level in line with national strategy and SDG.
∎ Contribute to resource acquisition and management.
∎ Contribute to cross-functional teams as agreed in project charter for development of new projects and experienced in coordinating with key stakeholders at multiple levels at any stage in this regard.
∎ Facilitate the documentation of best practices and lessons learned, directed toward multiple audiences, to influence policy formation, develop capacity and foster professionalism.
∎ Support to develop reporting and monitoring mechanism.
∎ Coordinate with other Technical Programs, Communication & Advocacy, Sponsorship & Child Protection, MEAL, Finance, Supply Chain, HR and Grant for better management and implementation of livelihood programme to bring synergy within the team.
∎ Develop a sub-national (district, regional, etc.) work plan and identifies strategic partners to work with in implementing the program.
∎ Compile data/information generated from field under his/her RFO (Regional Field Office) and provide summarized information to Senior Technical Program Manager (Livelihood) for sharing internally and externally.
∎ Identify and share learning and good practices from field with National Livelihood Senior Technical Program Manager.

Additional Requirements:
∎ Have knowledge of agriculture, nutrition sensitive agriculture, urban horticulture, food system, food security, economic development, resilient and livelihoods, poverty dynamics, poverty reduction issues and practices.
∎ Have Strong understanding of current developments, research and trends in the fields of agriculture, food security, economic development, resilient and livelihoods.
∎ Experienced in Project implementation and monitoring and evaluation specially community based monitoring and evaluation.
∎ Strong Knowledge on social dimension, Legal structure of the government, power dynamics, government relations.
∎ Skill to write blog, article on Livelihood.
∎ Experienced about Theory of change and logical framework development.
∎ Database management, statistical skills and ability to critically evaluate health data
∎ Supervisor/Management, Interpersonal, organizational savvy, Problem solving, negotiation, communication and collaborative skills, time management, management ability.
∎ 7 years of extensive field experience in Livelihood sectors.
∎ 4 years of leadership experience.
∎ Proven experience in facilitation and networking in relevant field.
∎ Proven knowledge and experience on CVA, understanding of social accountability.
∎ Professional experience in resource/grants acquisition & management.
∎ Professional experience in training/capacity building.
∎ Multi-sectoral/integrated program design and implementation.
∎ Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint.
∎ Experience on different kind of software (ENA for SMART, SPSS, STATA) to analysis health and nutrition related database.
∎ Work environment 60% field based and 40% office based.
