Job Context:
∎ The purpose of this position is to ensure quality Design, Monitoring and Evaluation of all programmes and projects at the Regional Field Level in alignment of partnership World Vision DME policies and standards regardless of the funding sources.
∎ The purpose of this position is to build capacity of partners and World Vision staff in smooth operation of DME functions at all level.

Job Responsibilities:
∎ Ensure the development and implementation of an effective M&E system at the Regional Field level.
∎ Monitor the program effectiveness to contribute to programmatic decision making at portfolio level.
∎ Ensure the quality of program implementation, measure the impact of the program and projects and community engagement processes in implementing Technical Programme activities, Shared plans and micro projects.
∎ Provide technical guidance and ensure that program monitoring and evaluation systems and tools are applied consistently and program quality standards, policies and procedures are followed to deliver quality program, for all programs.
∎ Ensure that M&E frameworks, tools and guidelines identified in the Technical Programme.
∎ Support donor funded projects and other departments in developing new programs/ projects and performing DME functions.
∎ Assess the DME capacity of potential partners and develop DME capacity building plan for partners to ensure successful implementation of Technical Programme.
∎ Lead DME functions for new program initiation.
∎ Support/lead roll out of partnership and WVB DME initiatives at RFO level.
∎ Conduct regular analysis of monitoring data and reports at the RFO level produced by AP/Projects and inform management and Technical Specialists of status to assist in programmatic decision making.
∎ Facilitate in developing Area Programme Plan, monitor progress and report on DME processes.
∎ Keep close coordination with National Office and respective Field offices in documenting evidence based impact.
∎ Support to/Conduct agreed studies to recommend program improvements.
∎ Keep close coordination with core MEAL team in development /revision of guidelines, policies and practices.
∎ Keep coordination with Knowledge Management and Research & Innovation unit and ensure that data and information is stored and disseminated with appropriate audience.
∎ Support HR Team and field managers in identifying capacity and competency gaps in the area of program quality, with emphasis on competencies.
∎ Build competencies based on identified gaps.
∎ Conduct staff performance, provide supervision, mentor and coach M&E Officers.
∎ Assess accurately the program quality, flag issues in a timely manner to the respective stakeholders.
∎ Design and conduct learning events involving staff, partners (other NGOs, Government, community groups).
∎ Report on monthly basis to direct and matrix supervisor.
∎ Contribute in development of effective structure, practices, and policies to strengthen DME capacity of WV Bangladesh.

Additional Requirements:
∎ Capable to apply critical thinking and reflection in the daily work.
∎ Experienced in developing monitoring and evaluation system tools and guidelines.
∎ Experienced in developing ToR for Baseline and evaluation or any other study.
∎ Ability to Lead programmatic reflection and learning.
∎ Ensure integrity of DME processes.
∎ Data analysis and generate findings.
∎ Have analytical skills.
∎ Able to design facilitation process.
∎ Able to design & facilitate learning events (workshop, learning lab, reflection).
∎ Able to compile, summarize and present information in various forms for various audiences.
∎ Communicate effectively including influencing skills.
∎ Able to apply technology to support learning.
∎ Able to use data processing software.
∎ Understand different theories of development & integrated programming approach.
∎ Ability to do Strategic planning.
∎ Ability to work with minimum supervision and handle multiple assignments with quality and within agreed time-frame.
∎ Apply effective facilitation skill in training/ workshops.
∎ Supervise and Manage skills with influencing capability.
∎ At least 8 years of DME experience in development sectors and interventions in a local/ international organization preferably in NGO context.
∎ Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint.
∎ Spend around 50% of time at the filed level for monitoring and capacity building.
∎ Must be willing and able to travel nationally and locally as and when required.
