∎ Job Purpose:
∎ The Regional Climate and Resilience Advocacy Manager will report to Practical Action`s global Head of Climate and Resilience based in the UK, with matrix management by the C&R and Agriculture Thematic lead in Bangladesh. As part of our climate and resilience work we seek to shape key national and global climate debates so that funding allocated for adaptation, mitigation and loss and damage supports the most climate vulnerable and helps them to access the assistance that they need.
∎ One of the key influencing opportunities is around the ongoing negotiations for the UNFCCC Paris Agreement. This includes the Warsaw International Mechanism on Loss and Damage and the Technology Mechanism through committees and processes such as Technology Executive Committee, the Technology Needs Assessment etc., all of which inform and guide national agendas and actions to meet Nationally Determined Contributions. Furthermore, through our work in countries we seek to make the links and support sub-national/ decentralised policy and implementation processes and actions.
∎ To do this effectively we need to ensure that climate impacts and climate technology needs of the poorest and most vulnerable people and communities inform sub-national, national, regional and global debates and investments. Therefore, we are strengthening capacity for climate advocacy in the South Asia region to improve our external engagement on climate advocacy across our change ambitions.

Job Responsibilities:
∎ Achieving Change Ambitions and Managing Relationships - 70%
∎ Advocacy and Influencing: This area of work is strongly externally facing and requires engagement at national, regional and global levels.
∎ Develop and regularly update a short term and longer term advocacy work plan that supports advocacy aims in collaboration with the UK based Head of Climate and Resilience, The C&R team, the climate and resilience change hub and colleagues in the South Asia region.
∎ Regular coordination and engagement with the advocacy working group of ZFRA (Zurich Flood Resilience Alliance), especially Mercy Corps, LSE, Concern, Zurich and IIASA in the shaping and update of the advocacy plan and research agendas.
∎ Organise and undertake engagement visits with the key stakeholders in the Least Developed Countries (LDC) group especially with colleagues in Nepal and Bangladesh and leading members of the group such as Bhutan, Nepal and East Timor.
∎ Remain up to date on the global UNFCCC negotiations and links with other key global agreements (Sendai and SDG's) and share intelligence from the LDC perspective to inform our influencing plans on climate advocacy.
∎ Maintain engagement with likeminded stakeholders in associated negotiating groups.
∎ Support local advocacy capacities through provision of advice, mentoring and support on design, budgeting and delivery of national level advocacy activities with PA staff and ZFRA partners in Nepal and Bangladesh.
∎ Support the climate policy framing in the other change hubs and strengthen our focus and framing on national, South Asian and global external opportunities.
∎ Participation at key regional and global climate related negotiations and meetings in support of the advocacy plan.
∎ Strengthening Organizational Profile (10 to 15%)
∎ Evidence gathering: Internal facing and some collaboration with like-minded organisations
∎ Each year develop and oversee the production of one or two key evidence pieces compiling knowledge that supports the advocacy plan, identified in the knowledge plan, developed from the field projects of the ZFRA programme countries that support programme objectives
∎ Support members of the other change hubs to capture their key learning from the application of climate advocacy and provide support to advocate for this at critical climate negotiating moments
∎ Manage, coach and mentor team members for professional growth by offering quality feedback and opportunities to learn.
∎ Coordinate with other stakeholders (i.e., consultants, government, academia, INGOs, research institutions etc. as relevant) to share the knowledge as well as to encourage them on capturing and disseminating learning and knowledge
∎ Delivering Performance as One Practical Action - 15 to 20%
∎ Zurich Flood Resilience Advocacy Project Management Support: internal and external (involving all Alliance partners)
∎ Support the Head of Climate and Resilience and the 2 country ZFRA project managers (Nepal and Bangladesh) with national level advocacy planning, evidence generation, budget development, influencing and engagement processes
∎ Support advocacy planning and implementation including development and management of sub-contracts and consultancies to ensure delivery on plan and budget
∎ Ensure flow of project advocacy intelligence between country programmes and the global advocacy team
∎ Contribute to ZFRA meetings on a regular basis, feeding in intelligence, sharing perspectives from Bangladesh, the LDCs, and friends of the LDC groups
∎ Support national to global advocacy on areas where advocacy links with knowledge management in coordination with the global ZFRA Knowledge lead and with the FRMC in coordination with the FRMC working group members
∎ Support the FRP Knowledge and Advocacy Officer to ensure critical project data and knowledge is stored centrally in the document management system
∎ This document sets out the key responsibilities of the role but is not an exhaustive list of tasks and duties. We are on a journey to ensure excellence in our use of climate advocacy to further our strategic aims (agriculture, urban systems, climate resilience and access to clean energy). The needs of the role may flex as we continue this journey.

Salary:
