Educational Requirements:

Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, build capacities of local stakeholders, and reduce the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Number of staffs: Around 282 National staffs and 10 international staffs
∎ HI is currently looking for a Protection Technical Specialist for its Technical Unit. The Field Protection Technical Specialist contributes within the country to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of sound management and successful functioning of the global organization, through paradigm changes.

∎ Line Manager: Technical Unit Manager
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: As early as possible to 31 March 2022 with the possibility of extension of the project.

Job Responsibilities:
∎ Objective-1: Expertise
∎ Contributes to the country strategies in line with the global strategies
∎ Provides sectorial technical inputs to the STRATOPs of the Programmes under his/her scope and in his sectorial scope, in line with the global STRETCH and ensure relevant follow up
∎ Ensure technical support to projects in line with the global technical frameworks and standards on his sectorial scope
∎ Provide adequate technical guidance and support to Project Managers when relevant (adapt standards to PM's tools, contribute to proposal writing and reporting) in line with strategies, standards, and mandatory transversal approaches
∎ Ensure adequate support to multi-sector responses within projects, in line with the other Specialists
∎ Ensure a local sectorial watch, best practice capture on his sectorial scope
∎ Contribute to recruitment and briefing when relevant
∎ Ensure technical learning from projects
∎ Contribute to projects' capitalization and ensure technical learning from projects in his sectorial scope
∎ Ensure the control & monitoring of the technical quality and the relevance of HI's activities in the Programmes under his scope
∎ Ensure regular technical quality control of projects and programs and issue warnings and recommendations
∎ Monitor the implementation of audit recommendations, if applicable, in his sectorial scope
∎ Ensure compliance of the technical proposition with nexus stakes
∎ Contributes to the development of research and innovation projects in the region when relevant, in his sectorial scope
∎ Suggest and steer technical innovation projects
∎ Identify the priorities of Research and Studies and steer R&S
∎ Contribute to the Technical Divisions professional channel animation
∎ Contribute to the global animation of the professional channels under his sectorial scope coming from the Technical Divisions (community of practice...)
∎ Animate a local talent pool in his sectorial scope (carry out technical interviews of candidates and produce recommendations, identify the needs regarding training)
∎ Objective-2: Influence
∎ Contribute to the local external prestige and influence of HI's expertise in his sectorial scope
∎ Represent the technical expertise of HI throughout the local relevant networks
∎ Contribute to advocacy on specific themes in line with the global advocacy priorities
∎ Contribute to communication messages locally in line with the global communication priorities
∎ Objective-3: Business Development
∎ Ensure the development of major opportunities or new projects in the region under his sectorial scope
∎ Contributes to the context analysis in his sectorial scope
∎ Contributes to the design and writing of new projects in the region and when asked in other countries within the Geographic Division
∎ Identify & transform significant opportunities in the region under his scope.
∎ Contributes to the conception of major projects (multiple countries, one theme) or of new projects in the region
∎ Identify & develop local partnerships and/or consortium with NGOs, Institutions, and Companies on technical priorities or essential topics in the region under his sectorial scope.

Additional Requirements:
∎ Age at least 30 years
∎ With 5 years of experience in the field of social work, access to services, and case management at a higher level.
∎ At least 5 years of experience in providing technical support to programs
∎ Experience in Gender-Based Violence and / Or Child protection in the humanitarian context
∎ Good knowledge of protection mainstreaming principles, GBV and CP international guidelines, including GBV IASC guidelines, Child protection Minimum Standards (CPMS)
∎ Experience in NGO and in emergency context is necessary
∎ English mandatory (oral and written)
∎ Strong communication skills
∎ Strong capacity to represent the association
∎ Excellent writing skills
∎ Capacity to supervise, accompany, coach, and manage a team
∎ Capacity to design and facilitate training and on the job coaching
∎ Ability to submit proposals and innovate
∎ Ability to work under high pressure and without constant supervision
∎ Excellent reactivity and flexibility in all circumstances
∎ High capacity to organize his/her work, and manage priorities
∎ Strong interpersonal and intercultural skills
∎ Experience to work in the difficult security situation
