Job Context:
∎ This position has overall responsibility for the coordination, Technical support and management of all project activities and staff to contribute in building a healthy environment for women and children in urban communities of Mirpur, DNCC (Dhaka).
∎ This position will report to the Project Manager Community - based Urban WASH Improvement Project in Dhaka, Bangladesh (who will be Japanese Citizen, based in Dhaka).

Job Responsibilities:
∎ Ensure that; the goals and outcomes of the action are met, and that the action is in line with the policies of World Vision (WV) and the Ministry of Foreign Affairs - MOFA (Japan).
∎ Supervision of the technical and programmatic deliverable/s of the field team.
∎ Represent the project in the Project Steering Committee led by the Project Manager. Project Technical Coordinator will be responsible and accountable for the successful delivery of the goal and outcomes of the project and will regularly report the progress of the project implementation in achieving them.
∎ Manage the field level implementation of the project.
∎ Maintain all external stakeholder engagement related to project, including Government liaison, Policy compliance, financial management, performance management, staff well-being, budget control, project performance monitoring, knowledge management, reporting, and evaluations.
∎ Establish & maintain liaison, networking with the relevant stakeholders within organization as well as outside organization necessary for their support, communication and sharing.
∎ Provide the overall technical and administrative management support for the project and maintain accountability to the Japanese Project Manager and to WV in the field, including ensuring all reporting is delivered on time and is of high quality.
∎ Keep close networking with Regional Technical Programme coordinator of Health Nutrition & WASH (HNW) and National Engineer for ensuring technical concurrence of implementation.
∎ Maintain area integration and beneficiaries integration with Mirpur Area Programme Office.
∎ Provide leadership in the startup, implementation and Phase out of the project achieving goal and outcomes of the project mobilizing staff, facilitators and other resources; while ensuring that the donor and World Vision Bangladesh (WVB) reporting requirements.
∎ Work with the Japanese Project Manager, lead on project learning across World Vision Bangladesh and World Vision Japan.
∎ Build staff capacities in area of monitoring, documentation, innovation and support of project implementation.
∎ Perform other duties as may be assigned by the Project Manager and WVB.

Additional Requirements:
∎ Age at least 30 years
∎ Have minimum 5 years of working experiences on WASH program.
∎ Clear Understanding on the project issues like Urban WASH and Waste Management has to work on.
∎ Proven excellent leadership capacity in managing the similar type of staff and stakeholders.
∎ Technically sound on water and sanitation, hygiene promotion approaches, community mobilization, working with stakeholders.
∎ Technically sound and hands on experience on community based Urban WASH management.
∎ Ability to manage / ensure quality of construction work from assigned contractors.
∎ Knowledge on current development and emergence issues specially in relevant field
∎ Good conceptual and practical skills to write project concept paper and design documents of the project.
∎ Good knowledge and skills in forecasting and budgeting.
∎ Baseline survey, Evaluation and Monitoring process and tools.
∎ Good facilitation skill of Training, Seminar and Advocacy programs.
∎ Good communication and networking skill.
∎ Good command in English & Bengali, both written and verbal.
∎ Decision making and conflict resolution skills.
∎ Competent in using MS Word, MS Excel and PowerPoint presentation.
∎ Ability to work under stressful condition and adaptive to local culture and situation.
∎ Must be willing and able to work in the project area of people of slum area, and need to work with the Project team.
∎ 60 % desk oriented and 40% field oriented job.
